Subject: Combined Inspection 50-352/85-16; 50-353/85-04
This refers to the routine resident safety inspection by Mr. J. T. Wiggins on
March 16 - April 30, 1985 at the Limerick Generating Station, Limerick,
Pennsylvania. The inspection consisted of document reviews, interviews, and
observation of activities, and the results have been discussed with Messrs. G.
M. Leitch and J. M. Corcoran of your staff.
An apparent violation of NRC requirements is cited in Appendix A and
categorized under the NRC Enforcement Policy, 10 CFR 2 Appendix C (49 FR 8583)
March 8, 1984. A reply is required and should be prepared in accordance with
Appendix A.
In our January 11, 1985 letter, we expressed a concern regarding a trend in
personnel-related operating and testing errors which appeared to be developing.
Subsequently, as a result of this concern, we met with you and members of your
staff on February 22, 1985 and reviewed the report on this matter that you
provided us in a letter dated April 2, 1985. Based on the information provided
at the meeting and in your report, and upon the results of our inspections at
the Limerick facility, we have concluded that the corrective actions imple-
mented in response to our concern were appropriate.
Further, we have noted

that these actions appear to have been effective in decreasing the frequency of
l
personnel-error related events. We will continue to monitor this area to
verify your continued progress in improving the facility's operating per-
.

formance.

Your reply to Appendix A is exempt from the Office of Management and Budget's
clearance procedures under the Paperwork Reduction Act of 1980, PL 96-511.
