Operating License No. DPR-73 Docket No. 50-320 Technical Specification Change Request (TSCR) No. 51 and Recovery Operations Plan Change Request (ROPCR) No. 33 The Licensee requests the attached pages, 3.7-2, 3.7-8, 3.8-1, 3.8-2, 3.8-3, 3.8-4, B3/4.7-1, 4.3-3, 4.7-3, 4.8-1, and 4.8-2 replace the existing pages 3.7-2, 3.7-8, 3.8-1, 3.8-2, 3.8-3, 3.8-4, 83/4.7-1, 4.3-3, 4.7-3, 4.8-1, and 4.8-2 of the TMI-2 Technical Specifications and Recovery Operations Plan.

The attached Safety Evaluation Report (Attachment 1) describes and evaluates changes proposed for simplification of the Technical Specification and Recovery Operations Plan as they relate to the diesel generators and related systems.

1 The purpose of this SER is to more accurately and precisely reflect the requirements for offsite and onsite power sources given the present conditions at TMI-2. The attached SER discusses, in detail, the entire requested change package.

The specific changes requested are:

l Sections 3.7.4, 3/4.7.4, and 4.7.4 - Nuclear Service River Water System l

Delete all requirements for the operability of the Nuclear Service River Water System.

Section 3.7.10 - Fire Suppression Systems Delete requirements for deluge / sprinkler systems associated with the diesel generators.

Sections 3.8.1, 3.8.2, 4.8.1, and Tables 3.8-1 and 3.8 Electrical Power Systems Delete all requirements for availability and operation of the Class IE Diesel Generators Section 4.3 Table 4.3-2 and Section 4.8.2 Deletes requirements for Emergency Buses associated with the Diesel Generators.

Reason for Change The reason for the proposed changes in the Technical Specification and Recovery Operations Plan are discussed in Section 3 of the attached SER.

Safety Evaluation Justifying Change The justification for the proposed changes is presented in Sections 4 and 5 of the attached SER.

The justific tion for the proposed del: tion of the Class IE Diss 1 Generators is based on demonstrating that many original safeguard system loads requiring emergency diesel generator backup are no longer required due to the current plant status. It further demonstrates that existing battery backup is sufficient to power remaining vital equipment during the unlikely occurrence of a loss of offsite power.

The justification for deletion of the Nuclear Service River Water System (NSRWS) is based on demonstrating that, subsequent to the deletion of the emergency diesel generators, the NSRWS no longer serves Technical Specification Required Systems.

The justification for deleting fire protection systems associated with the diesel generators is based on demonstrating that, subsequent to the deletion of the emergency diesel generators, the fire protection systems no longer serves Technical Specification Required Systems.

As discussed in Section 7 of the attached SER, none of the proposed changes in Technical Specification Change Request No. 51 constitute a reduction in safety margins or new potential threats to the health and safety of the public.

These changes, therefore, do not constitute a significant hazard as defined by the Interim Final Rule relating to Significant Hazard Considerations.

Amendment Class Pursuant to the reguirements of 10 CFR 170, Licensing Fees, an application fee of $150.00 is attached.

DISTRIBUTION 3.8.2.1.a The A.C. electrical busses listed in Section 4.8.2.1.a of the RECOVERY OPERATIONS PLAN shall be OPERABLE and energized with tie breakers open (unless closed in accordance with procedures approved pursuant to Specification 6.8.2) between redundant busses.
