4. The Level Element and Level Switches provided under Spec. No.~247.433 must be qualified prior to low power operation. GSU must provide, prior i to fuel load confimation of qualification.

must be qualified prior to low power operation or justification provided:

(1) The ADS cannot be taken credit for in the JIO for the HPCS diesel generator, (2) The ADS cannot be taken credit for concerning the suppression pool bypass leakage and (3) GSU must request and justify an exemption from 10 CFR 50.46 for the interim period of qualification.
8. The MS-PLCS and PVLCS are essential for collecting any leakage that might bypass the secondary containment following an accident. If they are not a fully qualified for the interim operation, credit cannot be taken in the dose calculation.

9. RHR heat exchangers are essential for safe shutdown of the plant. If they are not fully qualified for interim operation, credit may be taken for the heat exchangers used in the fuel pool cooling and clean-up system provided they are fully qualified and can be connected to the RHR system.

If GSU chooses to take credit for the fuel pool heat exchanger, they should confinn whether the heat exchangers used in the fuel pool cooling and clean-up system are fully qualified. GSU also should confirm whether the fuel pool cooling and clean-up system can supplement the RHR system.

The residual heat removal system, or its substitute nust satisfy 10 CFR 50 Appendix A, GDC-1 " Quality Stancards and Records." Otherwise GSU should request and justify an exemption from GDL-1. Justification for such an exemption should address the risk involved with operation with an unqualified system. Qualification of the RHR Heat Exchanger should include the associ-ated piping valves and support.

10. If the HPCS diesel generator is not fully qualified before fuel load, and the ADS valves are not qualified, GSU must request and justify an exemption from 10 CFR 50.46 for the interim period of operation.
11. Refueling and Fuel Handling Platforms must be qualified prior to the first refueling.
