Turbine Sump Oil Separator Outfall Code No: 800218 Discharge (00G)

1. Date of Incident: 2/28/85
2. Identification of specific effluent limitation or monitoring requirement affected:

Oil and grease monthly average limitation of 15 mg/1.

3. Description of Incident:

The monthly average oil and grease for February 1985 neasured 27.3 eg/1.

4 Apparent Cause:

The monthly average limitation was exceeded as a result of an apparent malfunction of the new oil / water separator during the first half of the month, which caused the daily maximum limit to be exceeded on February 4, 10 and 11, 1985. As previously reported, there was a carry-over of oil from the separator into Tank T-41.

5. If not immediately corrected, the anticipated time the condition is expected to continue:

We believe that some of the basic problems have been resolved. The last two samples for the month of February were in compliance.

6. Corrective Action - The following corrective action was taken or will be taken to reduce, eliminate and prevent recurrence:

i As previously reported, performance of the new API oily waste treatment system continues to be evaluated and fine tuned to plant operations. As a result of the high readings, the interior of the separator was cleaned and accumulated oil removed from Tank T-41. The separator's oil skimming weir was also readjusted to manufacturer's specifications. System performance samples were collected and are being analyzed.

7. Additional Comments:

At no time was oil visible on the receiving waters of Lake Michigan.
