C0filISSION MEETING ON FIRE' PROTECTION RESEARCH APRIL 3,1981 Greg Harrison (flRR) comented on the fire protection research program during the subject Comnission meeting.
His coments were for the cost part generalities expressing his opinion on how the research should be implemented and I feel it would' serve no useful purpose for me to conment on those statements.
- However, the following two specific statements were made by Harrison during the meeting which I feel should be discussed.

- 1. Harrison stated (pages 68-69 of the meeting minutes) that the Sandia Laboratory fire suppression data is not credible and he offered as evidence the fact that the recent halon fire suppression data showed that with no halon used the performance was better than with halon.
The conclusion is, as I stated during the Conniission meeting, incorrect.
The attached graph shows that the total mass consumed during the identical tests with and without halon differs' by a factor of about 1.7, clearly showing-the value of halon as a fire suppressant.
- 2. The other specific conment made by Harrison during the meeting (pages 64 and 65 of the meeting minutes) is that Leon Przybyla from Underwriters Laboratories is not opposed to elimination of the positive pressure l
requirement from the NRC regulatory guide for the testing of penetration
(
fire seals.
d' This remakk is, as I stated luring the meeting incorrect. Mr. Przybyla Teitereated his position to me and Hotley in the presence of Harrison cnd Ferguson during a meeting on April 23, 1981, that he feels it would be a mistake if flRC did not require the penetration fire stop test to include the differential pressure effects.
