Dear Mr. Stewart:

By letter dated February 1,1985, you submitted a Technical Specification (TS) amendment request for the North Anna Power Station, Unit No. 2 (NA-2),

regarding the Emergency Diesel Generators (EDGs).

Your attention is directed at two sentences in your February 1,1985 request.

On page 1 of Attachment 2 of the submittal you state:

"Our investigation revealed that Unit 1, which does not have a similar 60 second loading requirement or accelerated test frequency, has not experienced similar failures." On page 6 of Attachment 2 you stated:

"We also note that Unit 1, which does not have this sixty second loading requirement has experienced no-failures to date" (emphasis added).

As you are aware, the ambiguity caused by the imprecision of these two sentences required a subsequent meeting with the NRC staff, an NRC staff visit to the North Anna Power Station, and a revision to your submittal.

The purpose of this letter is to point out the problems that occurred with this particular amendment re uest to illustrate the need for VEPC0's careful review of future amendment raquests to assure both the accuracy and precision of the supporting informat an provided to the NRC.
