l By letter dated May 10, 1985, you submitted, among other things, a Babcock 1
and Wilcox Report, " Baseline Inspection of 0TSG Sleeved Tubes, November 26,

1984." You have requested that the report be withheld from public disclosure pursuant to 10 CFR Section 2.790. The withholding request is supported by affidavit signed by Mr. James H. Taylor of B&W dated May 7,1985. A j
non-proprietary version of the report was also wbmitted by the letter dated 3
l May 10, 1985.
B&W maintains that the document contains information of the type customarily held in confidence by them and that such information is not available in open literature and is not known by potential competitors of B&W. B&W believes
]
that disclosure of this information would reduce the expenditure of their j
competitors and, thus, would ham their competitive position.
i We have reviewed the application and related material based on the requirements and criteria of 10 CFR 2.790 and have determined that this
]
report contains proprietary commercial information.
l We have determined that the B&W Report entitled " Baseline Inspection of OTSG j
Sleeved Tubes, November 26, 1984," marked as proprietary, should be withheld i
from public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of
{
j the Atomic Energy Act of 1954, as amended.
We, therefore, approve the request for withholding pursuant to Section 2.790 i
j of 10 CFR Part 2 and are withholding from public inspection the above

i mentioned document.

Withholding from public inspection shall not affect the right, if any, of l

persons properly and directly concerned to inspect the document.
If the need j
arises, we may send copies of this information to our consultants working in j
this area. We will, of course, assure that the consultants have signed the appropriate agreements for handling proprietary data, l
