Dear fir. Spangenberg:

SUBJECT:

CLINTON POWER STATION, UI.IT 1-ELIHlhAT10N OF ARBITkARY II.TEEEDif,TE PIPE;[REAKS 3

.- g The staff has reviewed your April 46, 1985, submittal and the ss, pplemental information provided in letters dated June _2e and July 3,1985, related to alternative pipe break criteria that would efirinate arbitrary intermediate pipe breaks in high energy piping systens at'Clinton Power Station, Unit 1.

Based -on our review of your justtfications contained in Appendices C through G of ycur April 16, 1985, submittal, we have concluded that your proposed

- elimination of arbitrary intermediate pipe breaks identified in Appendices A dnd B of that same submittal is acceptable. The staff's detailed ssafety ,

evaluation will be contained in Supplement 5 to the SER. T For those piping systens or portions thereof, which are not identilied in your submittal, the staff rcquires that the existing guidelines in STPii4EE.3-1 of the SRP (NUREG-0800) Revision 1 be not. However, should otfer piping Tipes sub .

sequently qualify, the proposed elimination of the arbitrary intermeoiate break criteria may bt implemented provided those additional piping lines are appropri

,rately identified to the staff. .

- In your Npril 16, 1985, subnkttal,youstatedthatsincethedesignandcon-struction of pipe whip restraints associated with arbitrary intermediate' pipe breaks is nearly complete, you do not anticipate removing any of the installed restraints at this time. The staff finds this acceptable; however, to h @l ,
