SECOND INTERIM REPORT Dese rip tion of Defic iemy The Bellefente Nuclear Plant (BLN) Risprous Analysis Handbook BLN-RAH-302, attachment 302.2, indicated that a nonnal operating tenperature, as oppos ed to an upset tenperature, may be used to qualify a flang according to ASPE Code S ecticri III, subs ection NC-3658 ( S79). This interpretation was effective November 20, 1982.

However, a recent study has indicated that this intergretation was in error and that upset (service level B) temperatures must be used in flang qualification per NC-3658.3 (1983 edition), equation 12.

Policy statement 15 to section BLN-RAH-302, issed November 5, 198', has 4

corrected this secticri. BLN pLping arnlysis groblens issued between the above dates, which used this optional attachment, may have overloaded flangs.

Interim Prcgress Eighteen problens from BLN mits 1 and 2 were' identified to be affected by this N G.

Oniy one problen needs to be reanalyzed and the remainder wil1 recpire documentati<n changs. IVA will grovide further infonnatien in our ne xt re port.
