Gentlemen:

This refers to the inspection conducted by Mr. R. J. Everett and Dr. J. B.

Nicholas of this office during the period of January 13-15, 1981, of the

activities authorized by NRC Facility Operating License Nos. DPR-51 and

NPF-6 of Arkansas Nuclear One, Units 1 and 2, and to the discussion of the

findings by the NRC inspectors with Mr. J. P. O'Hanlon and other members of

your staff at the conclusion of the inspection.

Areas examined during the inspection and our findings are discussed in

'

the inspection report. Within these areas, the inspection consisted of

selective examination of procedures and representative records , interviews

with personnel, and observations by the inspectors.

'

During this inspection certain of your activities were found not to be con-

ducted in full compliance with NRC requirements.

Consequently, you are

required to respond to this matter in writing in accordance with the provisions

of Section 2.201 of the NRC " Rules of Practice," Part 2, Title 10, Code of

.,

Federal Regulations.

Your response should be based on the specifics con-

tained in the Notice of Violation attached to this letter.

'

In accordance with Section 2.790 of the NRC " Rules of Practice," Part 2,

Title 10, Code of Federal Regulaticns, a copy of this letter and the enclosed

inspection report will be placed in the NRC's Public Document Room.

If this

report contains any informaticn that you believe to be proprietary, it is

.

necessary that you make a written application to tnis office within 25 days

to withhold such information from public disclosure.

Any such apolicaticn

must include a full statement of the reascns on the basis of wnich it is claimed

.

that the information is proprietary.

It should be prepared so that proprietary

information identified is contained in a separate part of the dccument, since

the application, excluding this separate part, will also be placed in the Puolic

Document Room.

If we do not hear from you in this regard within the specified

period, the ceport will be placed in the Public Cocument Rocm.
