NOTICE OF VIOLATION 2

Arkansas Power and Light Company Docket No. 50-313/81-02; 50-368/81-02 Arkansas Nuclear One License Nos. CPR-51; NPF-6 As a result of the inspection conducted during the period of January 13-15, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified:

10 CFR 71.5 requires that shipments of licensed materials be made in compliance with applicable regulations of the Department of Transportation.

49 CFR 172.203(d)(ii) and (iii) require that a description of the physical and chemical form of the material being shipped and the activity contained in each package be specified on the shipping papers.

Contrary to this requirement, a shipment of radioactive material (Item No. 80-76) shipped from the ANO site on December 17, 1980, contained materials and activities that were not described on the shipping papers issued for the shipment.

This is a Severity Level IV violation (Supplement V.D).

Pursuant to the provisions of 10 CFR 2.201, Arkansas Power and Light Company is hereby required to submit to this office within 25 days of the date of this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) the corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
