Inspection Report No. 50-412/85-07
This refers to the special inspection conducted by Mr. C. Anderson of this
office on March 18 - 29, 1985 at Beaver Valley Power Station, Unit 2,
Shippingport, Pennsylvania of activities authorized by NRC License No. CPPR-105
and to the discussions of our findings held by Mr. Anderson with Mr. E. Woolever
and other members of your staff at the conclusion of the inspection, and to
subsequent telephone discussions between Mr. Anderson and Mr. Coupland of your
staff on April 25, 1985 and April 30, 1985. This also refers to the meeting
held at the NRC Region I office on May 10, 1985 and attended by you and members
of your staff.
Areas examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with this letter. Within these areas, the
inspection consisted of selective examinations of procedures and representative
records, interviews with personnel, and observations by the inspector.
. Based on the results of this inspection, it appears that certain of your ac-
tivities were not conducted in full compliance with NRC requirements, as set
forth in the Notice of Violation, enclosed herewith as Appendix A.
These vio-
lations have been categorized by severity level in accordance with the revised
NRC Enforcement Policy (10 CFR 2, Appendix C) published in the Federal Register
Notice (49 FR 8583) dated March 8,1984. You are required to respond to this
letter and in preparing your response, you should follow the instructions in
Appendix A.
In addition to the apparent items of noncompliance discussed above and in
Apper. dix A, " Notice of Violation", findings of this inspection also indicate
that several weaknesses exist in your design and construction program.
This area is discussed in Appendix B, Significant Observations. You are
requested to inform this office of the results of actions you have taken or
plan to take to improve your construction program in the area of the apparent
program weaknesses identified in Appendix B.
The responses directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget
as required by the Paperwork Reduction Act of 1980, PL 96-511.
