PilYSICAL SECURITY AND MATERIAL CONTROL AND ACCOUNTABillTY INSPECTION
AT POINT BEACll
This refers to the inspection conducted by Mr. T. J. Madada of this office on
November 30 - December 4, 1992.
The inspection included a review of
authorized activities for your Point Beach Nuclear facility.
At the
conclusion of this inspection, the findings were discussed with those members
of your staff identified in the enclosed report.
Areas examined during the inspection are identified in the report.
Within
these areas, the inspection consisted of selective examinations of procedures
and representative records, and interviews with personnel.
Based on the results of this inspection, certain of your activities appeared
to be in violation of NRC requirements, as specified in the enclosed Notice of
Violation (Notice).
The violations are of concern because weaknesses in your
management oversight of the material control and accounting program resulted
in the loss of a small amount of special nuclear material which was not
identified in a timely manner,

Although 10 CFR 2.201 requires you to submit to this office, within 20 days of
your recolpt of this Notico, a written statement of explanation, we note that
the violations have been corrected and the corrective actions were reviewed
during this inspection.
Therefore, no response with respect to this matter is
required,
llowever, we do request that you provide a written description of
your analysis of completed corrective actions for a previous escorting
violation to determine if any additional or different actions are required to
prevent additonal recurrence.
You are requested to provide your response
within 30 days of receipt of this report (see Section 2.a of Report Details).
Your initial corrective actions for the violation identified in inspection
reports 50-266/92017 and 50-301/92017 did not appear to have been completely
effective.

In addition, during this inspection, certain other of your activities appeared
to be in violation of NRC requirements, liowever, as described in the enclosed
inspection report (Section 6.a), you identified this violation.
Therefore,
the violation will not be subject to enforcement action because your efforts
in identifying ano correcting the violation meet the critoria specified in
Section Vll.B of it.e " General Statement of Policy and Procedures for NRC
Enforcement Actions," (Enforcement Policy, 10 CFR Part 2, Appendix C).
Areas examined during this inspection concern a subject matter which is exempt
from disclosure according to Part 73, Title 10, code of Federal Regulations.
Section 73.21(c)(2).
This information must be handled and protected in
accordance with the provisions of 10 CFR 73.21.
Consequently, our report of
this inspection will not be placed in the NRC Public Document Room.

addition, areas examined during this inspection also concerns a subject matter
which is exempt from disclosure according to Section 2.790 of the NRC's " Rules
of Practice," Part 2, title 10, code of federal Regulations.
Consequently,
the enclosure (Notice of Violation) to this letter and our report of this
inspection will not be placed in the NRC Public Document Room.
The response requested by this letter is not subject to the clearance
procedure of the Office of Management and Budget as required by the Paperwork
Reduction Act of 1980, PL 96-511.
