LICENSE AMENDMENT - REACTOR COOLANT SYSTEM SAFETY VALVES Re:

La Crosse Boiling Water Reactor The Commission has issued the enclosed Amendment No. 43 to Provisional Oper-ating License No. DPR-45 for the La Crosse Boiling Water Reactor (LACBWR).

This amendment is in response to your application dated September 29, 1983, which supersedes an earlier application dated December 20, 1977.

The amendment revises technical specifications regarding reactor coolant system safety valves to incorporate new requirements for operability and surveillance testing. Additional revisions were proposed in the areas of reactor vessel nil-ductility transition temperature, post-accident radiation monitoring instrumentation, emergency core cooling systems, and facility organization. This amendment addresses only reactor coolant system safety valve requirements.

A Notice of Consideration of Issuance of Amendment to License and Proposed No Significant Hazards Consideration Detennination and Opportunity for Hearing related to the requested action was published in the Federal Register on October 26, 1983 (48 FR 49583). No comments or requests for hearing were received.

This action will appear in the Commission's monthly notice publication in the Federal Register.
