Licesse No. DPR-6 We have completed our evaluation of your letter dated August 23, 1973, requesting a change to the Technical Specifications of Pacility License No. DPR-6 to revise the plant organisation.- The proposed changes to the Big Bock Point plant organisation are f. signed to make it more responsive to present-day operating requirements. The changes involve elimination of the Assistant Plant Superintendent position and adding the positions of Operations Engineer and Maintenance Engineer. - Since the qualification requirements-for the two new positions are equal to the qualifications t
for the former position, the changes are expected to strengthen the -
plant staff's capabflity.
We conclude that the proposed change does not involve a significant hazards consideration and that there is reasonable assurance that the health and safety of the public will not be endangered.
Accordingly, pursusnt to Section 50.59 of 10 CFR Part 50, the Technical Specifications appended to License No. DPR-6 are hereby changed as indicated below:

Change Section 7.2.2.1.2.a(1)(a)(vii) to read as follows:
"(vii) Any changes in the plant operating organization which involve positions which are designated as key super-visory personnel consisting of the following: Plant Superintendent, Operations Engineer, Technical Engineer, Maintenance Engineer QA Engineer, Maintenance Supervisor, Instrument and Control Supervisor, Reactor Engineer, Chen and Radiation Protection Supervisor 'and Shif t Supervisor."

Change Section 7.2.4(b) to read as follows:
"(b) The Plant Superintandant or his designated alternata shall be notified isnediately of all reactor scrams and shall approve subsequent start-ups. Start-up of the reactor following a scram shall not proceed until the cause of the scram has baan determined and the necessary corrective action taken. The evaluation and approval of the Consumers Power Cowany General Office shall be required for all start-ups following an me.xplained scram."
