Dear Mr. Mattimoe:

The Comission has issued the enclosed Amendment No. 29 to Facility Oper-ating License No. DPR-54 for the Rancho Seco Nuclear Generating Station.

This amendment consists of changes to the Technical Specifications in response to your application dated October 3,1979, as supplemented by your letters of February 19, 1980 and February 27, 1980.

This amendment revises the Technical Specifications to reflect plant operating limits for tne fuel loaoing to be used during Cycle 4.

Rancho Seco, during Cycle 3, was operating under a December 15', 1978 Exemption to 10 CFR 50.46, the Emergency Core Cooling System (ECCS) rule.

The enclosed Safety Evaluation provides the basis for terminating the Exemption, as your ECCS modifications and operating procedures will have met the provisions of the Exemption before startup at the end of the current outage. This was confirmed by your letter of March 21, 1980.

Copies of the Safety Evaluation and the Notice of Issuance are also enelosed.
