Harrington Senior Vice President, Nuclear 800 Boylston Street Boston, Massachusetts 02199 Gentlemen: Subject: Inspection 50-293/85-12 (5/21-24/85) This refers to the routine safety inspection of the Pilgrim Nuclear Power Station by Mr. F. A. Casella of this office. Areas examined during this inspection are described in the enclosed NRC Region I Inspection Report. The inspection findings were discussed by Mr. Casella with Mr. Ziemianski and other members of your staff at the end of the inspection. During this inspection, it was noted that, in response to NRC Circular 80-07, you had established a High Pressure Coolant Injection (HPCI) System lubricating oil sampling program at a 3-month sampling frequency. But, no sampling results were available for HPCI oil samples taken after July 1982. Further, the analyses were identified as being provided by the supplier of the oil, and total reliance on the supplier was identified as the means of identifying problems with the oil. We are concerned that you do not appear to have effectively implemented the commitment made by you in this case. We are further concerned that you do not appear to have an effective means of assuring that the lubricating oil in the HPCI System is suitable for service. Please address these concerns and provide us with a written reply in 30 days, emphasizing how you assure that the HPCI oil system will pro- perly support HPCI operation.
