WEEK ENDING MAY 31, 1985 Brunswick Steam Electric Plant Units 1 and 2 We have been advised that CP & L intends to request en extension to the time for compliance with CFR 50.49 from November 1985 until M cch 1986. Upon receipt of this application we plan to prepare a Comission papcr which will bring the request to the attention of the Comissioners for their approval.

l Calvert Cliffs Units 1 and 2 j

On May 26,1985, all three Calvert Cliffs Diesel Generators were inoperable for i

reasons associated with a component of the generator called a static dissipator.

The static dissipator had failed on No.11 Diesel Generator on May 14, 1985 for reasons later found to be material flaws. The Nos.12 and 21 Diesel Generators l

were subsequently declared inoperable on May 26, 1985. The No.11 Generator was replaced in its entirety. Following conversations with the vendor. Lewis-Allis, the licensee removed the static dissipator from Nos.11 and 21 Generators. Sub-l sequently, these generators were declared operable.

It appears that static dissipators are required only for single phase generator operation; Calvert Cliffs generators are 3-phase machines. During this incident Calvert Cliffs l

Unit 1 was being refueled and Unit 2 was in operation. Several other plants may be affected.

Resource Conservation and Recovery Act (RCRA) Regulatory Actions at the Hanford Washington Comercial LLW Site l

Regulatory actions by EPA and the EPA authorized State agency may impact the types of wastes accepted by the Washington comercial LLW site.

Future oper-ation and closure of the site itself may also be impacted. States and compacts cay perceive additional uncertainties in developing new sites.

Region X of EPA and the Washington Department of Ecology have notified U.S. Ecology, the l

site operator, of new hazardous waste disposal requirements and directed the filing of a comprehensive Part B permit application for the Hanford comercial LLW site. The two agencies have also informed the site operator that they will conduct a Resource Conservation and Recovery Act (RCRA) compliance inspection in the near future. At EPA headquarters' suggestion, NMSS staff l

1s coordinating with NRC Region V and OSP concerning NRC and Agreement States j

st sff participation in the RCRA inspection.

Proposed Agreement for Iowa Draft supporting documentation for a request from Iowa for a Section 274b agreement has been received for review and comment by NRC staff.

Iowa's l

current plans call for an effective date for an agreement by January 1,1986.

There are no facilities in Iowa authorized to handle low-level waste material in pennanent disposal facilities or uranium and thorium processing and wastes and the proposed agreement will not include these categories.

A protest filed by Ace-Federal Reporters Inc. with the General Accounting i

Office (GAO) on April 15, 1985 was withdrawn by Ace on May 24, 1985.

l Ace had protested evaluation and award under Solicitation No. RS-SEC-85-394 l

for " Stenographic Reporting Services Within The Washington, DC Metropolitan Area" alleging that the specifications were ambiguous and unduly re-strictive of competition.

Notwithstanding the protest, NRC made award to Ann Riley & Associates Ltd. on May 10,1985 to insure continuation of these services. NRC filed its response to the protest with GAO on May 20, 1985 requesting that the protest be denied.

In view of Ace's j

subsequent withdrawal of the protest, no further action is required.

Pilgrim Nuclear Power Station On the afternoon of May 23, 1985, the staff was informed by Boston l

Edisonthattwopipesupports(snubbers)ontheHPSIturbinesteam j

exhaust pipe had been damaged last Saturday following auto-restart of the HPSI system during a surveillance test. The licensee suspects the damage was caused by water hammer in the exhaust pipe. The plant l

1s now in the sixth day of an LCO which will expire at 5:45 a.m.,

l Saturday, May 25. The licensee indicated that it will request emergency Tech Spec relief. The damaged snubbers were repaired and test'ng of the system with additional instrumentation was scheduled for some time in the evening of May 23, 1985 to obtain more infonnation.

In an unrelated action early in the morning of May 23, 1985, a plant shutdown was initiated after the "B" diesel generator was declared inoperable because a pre-lubricating oil circulation pump tripped on over-current. The motor and pump are being replaced.

Palo Verde Unit 1 Arizona Public Service Company infonned the staff on May 28, 1985 that Palo Verde Unit 1 achieved initial criticality at 1:45 a.m. on Saturday, May 25, 1985, at nearly the predicted boron concentration level (1063 ppm actual versus 1061 ppm predicted). Currently, the plant has completed about half of the low power physics tests. APS expects to be ready to exceed 57, power by Saturday June 1, 1985.

. Limerick On May 24, 1985 the Board, having received comments, issued an Order authorizing the Director of Nuclear Reactor Regulation to issue a full power operating license for Limerick Unit 1.

Previously, on May 9, 1985 the Board issued an Order granting an exemption from 10 CFR 50.47.

However, the issuance of the implementing Order on this issue of evacuation provisions of the emergency plan for the Pa. State Correctional Institute at Graterford was withheld pending receipt of comments from the parties on the May 9 Order.

On May 21, 1985 FEMA found that emergency planning and preparedness is now adequate to provide reasonable assurance that protective measures can be implemented.

The NRC staff FEMA, and the Pennsylvania EMA are proceeding with resolution of the remaining outstanding condition in the Board's Third PID dealing with traffic control in the King of Prussia area.

Several other plants may be affected.

James A. FitzPatrick Nuclear Power Plant On May 28, 1985, operators at FitzPatrick began pulling control rods at 2:30 p.m. and the reactor became critical at 4:00 p.m.

These actions conclude the refuelfng outage which began on February 15, 1985.

As indicated in the Daily Highlight of May 8, 1985, the two-rod shutdown margin (SDM) tests by the licensee (Power Authority of the State of New York) on May 3 and May 6 raised uncertainty as to whether reactor criticality had occurred. Therefore, on May 25, the licensee performed an in-sequence test, as recommended by GE, and determined that the demonstrated margin was 0.79.

This result exceeds the 0.44 margin required by the Technical Specifications.

Region I and GE specialists witnessed the test.

- Out-Of-Court Settlement On South Texas Project The Houston Lighting & Power Company announced on May 30, 1985, settlement of a lawsuit between the owners of the South Texas Project and Halliburton Company, whose subsidiary Brown & Root, Inc. was responsible for engineering and construction on the project until 1981.

The lawsuit charged Brown & Root with mismanagement of their assignment.

The settlement is stated to involve payment by Halliburton of $750 million dollars over seven years and significantly reduce the unit installed cost of the plant.

NRC TMI PROGRAM 0FFICE WEEKLY STATUS REPORT l

MAY 27 - 31, 1985 1.

PLANT STATUS The facility remains in long term cold shutdown with the Reactor Coolant System (RCS) vented to the reactor building atmosphere and the reactor vessel head and plenum assembly removed.

RCS cooling is by natural heat loss to the reactor building ambient atmosphere.

Incore thermocouple readings range from 72'F to 92'F with an average of 81*F. Average cold leg temperature is 57'F.

Calculated reactor decay heat is less than 14 kilowatts.

The modified internals indexing fixture is installed on the reactor vessel flange and is flooded to elevation 327 feet 6 inches (151 feet above the top of the core region).

The average reactor building temperature is 59'F.. The reactor building airborne activity is 4.7 E-8 uCi/cc tritium, and 6.9 E-11 uC1/cc particulate, predominantly cesium 137.

The reactor vessel plenum has been removed from the reactor vessel and placed on its storage stand in the deep end of the fuel transfer canal. A dam has been installed between the deep and shallow ends of the fuel transfer canal. The deep end is filled with water to a depth of about 20 feet (about 5 feet above the top of th'e plenum).

WASTE MANAGEMENT No EPICOR II or Submerged Demineralizer System (SDS) processing occurred this week.

Total volume processed through SDS to date is 2,875,999 gallons, and the total volume prochssed through EPICOR II is 2,447,7M gallons.

Fifteen shipments of radioactive material / waste were sent from the site during the month of May:

May 1,1985 - a contaminated laundry shipment of 102 barrels and 3 boxes was sent to Royersford, Pennsylvania.

May 3,1985 - a Unit I shipment of 16 steel boxes of filter cake material was sent to Richland, Washington.

2 May 6,19c3 - a Unit 1 shipment of radioactive waste samples was sent to Rockville, Maryland.

May 8,1985 - a centaminated laundry shipment of 83 drums and 2 boxes was sent to Royersford, Pennsylvania..

May 9, 19S5 - a Unit I waste shipment of 14 boxes of filter cake was sent to Hanford, Washington.

May 13, 1985 - liquid samples from Unit I were sent to Westwood, New Jersey.

May 15, 1985 - a shipment of Unit 2 scrap steel was sent to Oak Ridge,. Tennessee.

May 15, 1985 - a contaminated laundry shipment of 117 drums and 4 boxes was sent to Royerford, Pennsylvania.

May 17, 1985 - Unit 1 sent four steel liners on two trucks filled with solidified evaporator bottoms to Richland, Washington.

May 20, IDES - a Unit 1 shipment of dewatered resins was sent to Barnwell, South Carolina.

May 22, 1985 - a contaminated laundry shipment of 75 drums and I box was sent to Royersford, Pennsylvania.

May 28,1985 - a Unit 2 shipment of scrap steel and depleted acid was sent to Oak Ridge, Tennessee.

May 28, 1985 - a contaminated laundry shipment of 67 drums and 4 boxes was sent to Royersford, Pennsylvania.

May 30, 1985 - a Unit I waste shipment of 15 boxes of filter cake was sent to Richland, Washington.

May 31,1985 - three 15,000 gallon internally contaminated tanks (an oversized load shipment) were sent to Idaho National Engineering Laboratories at Scoville, Idaho.

DOSE REDUCTION / DECONTAMINATION ACTIVITIES General cleanup continued in the control and service building basement.

Average general area radiation dose rate is 36 mrem per hour on the 347' level of the reactor building and is 160 mrem per hour on the 305' level of the reactor building.

ENVIRONMENTAL MONITORING 4

The Lancaster water sample taken at the water works int &ke and analyzed by the US Environmental Protection Agency consisted of a seven day composite ' sample taken from May 12, to May 18,1985. A gama scan detected no reactor related radioactivity.

THI water samples taken by the US Environmental Protection Agency at the plant discharge to the river consisted of seven daily composite samples taken from May 11, to May 18, 1985.

Gamma scans detected no reactor related radioactivity.

The NRC outdoor airborne particulate sampler at the TMI Site collected a sample between May 23, and May 30, 1985. No reactor related radioactivity was detected. Analysis showed I-131 and Cs-137 concentrations to be less than the lower limits of detectability.

=k-The above EPA sample analysis results show TMI site liquid effluents to be in accordance with regulatory limits, NRC requirements, and the City of Lancaster Agreement.

REACTOR BU!iDING ACTIVITIES Futere work in the reactor building will be focused on preparations for the first phase of defueling in September 1985. The near term defueling preparations include installation of a 5-ton service crane over the refueling canal, completion of the Defueling Water Cleanup System and modifications to the auxiliary fuel handling bridge.

AUXILIARY AND FUEL HANDLING BUILDING ACTIVITIES Installation of the Defueling Water Cleanup System (DWCS) continued.

Boration of theeprocessed water storage tank number 1 is in progress.

The chemical addition will take about one month.

The auxiliary building elevator has been decontaminated to general access levels (below 1,000 dpm/100 cm ; below 2.5 mR/hr).

0FFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending May 31, 1985 Allied Chemical Company Materials License No. SUB-526 for Allied Corporation, Allied Chemical Company, was renewed on May 28, 1985, for a five-year term expiring June 1,1990. The Allied facility, located near Metropolis, Illinois, is licensed to receive, sample, and convert yellowcake to uranium hexafluoride.

Westinghouse Electric Corporation, Columbia, South Carolina Materials License SNM-1107 was renewed on May 29, 1985, for a five-year period.

This action followed preparation of a Safety Evaluation Report on May 14, 1985, an Environmental Assessment in May, and publication of a " Finding of No Signi-ficant Impact" in the Federal Register on May 23, 1985. The license authorizes Westinghouse to fabr.icate enriched uranium into fuel elements for light water reactors.

Resource Conservation and Recovery Act-(RCRA) Regulatory Actions at the Hanford Washington Comercial LLW Site SECY 85-83, under consideration by the Comission, discusses issues related to development of new sites, status of the compacts, and impacts of capacity shortfalls.

The Commission also has before it coments on H.R.1083, the Low-Level Radioactive Waste Policy Amendments Act, that point out that regulatory uncertainties exist which are not addressed by the Bill including mixed waste.

(Radioactive wastes which contain hazardous constituents are mixed wastes and have been disposed of at commercial low-level waste (LLW) sites.)

a Regulatory actions by EPA and the EPA authorized State agency may impact the types of wastes accepted by the Washington comercial LLW site.

Future opera-tion and closure of the site itself may also be impacted. States and compacts may perceive additional uncertainties in developing new sites.

Region X of EPA and the Washington Department of Ecology have notified U.S. Ecology, the site operator, of new hazardous waste disposal requirements and directed the filing of a comprehensive Part B permit application for the Hanford comercial LLW site. The two agencies have also informed the site operator that they will conduct a Resource Conservation and Recovery Act (RCRA) compliance inspec-tion in the near future. At EPA headquarters' suggestion, NMSS staff is coor-dinating with NRC Region V and OSP concerning NRC and Agreement States staff participation in the RCRA inspection.

EN 85-43, an Order to Show Cause Why License Should Not Be Suspended and Modified (Effective Imediately) was issued May 24, 1985 to Pittsburgh Testing Laboratory (PTL) (Pittsburgh, PA). This Order requires the immediate removal of the District Manager and Radiation Safety Officer (DM/RS0) for the PTL Cleveland, Ohio facility and prohibits his involvement in the performance or supervision of any NRC licensed activities. In addition, the Order requires all licensed activities at the Cleveland facility be suspended until certain conditions are implemented including the replacement of the Cleveland, Ohio facility DM/RSO with an individual approved by the NRC.

0FFICE OF NUCLEAR REGULATORY RESEARCH Items of Interest Week Ending May 31, 1985 STAR-5 and STAR-6 Experiments in ACRR The STAR-5 and STAR-6 experiments were successfully performed in the ACRR

' test reactor on May 17 and May 21.

The Sandia Transient Axial Relocation (STAR) experiments and corollary analysis and model development are a joint program among NRC, Kerforschungszentrum Karlsruhe (KfK) of the Federal Republic of Germany, and the Power Reactor and Nuclear Fuel

~

DevelopmentCorporation(PNC)ofJapan. The STAR experiments and corollary analysis are investigating the upward relocation of molten and particulate clad and fuel material and also blockage formation during the initiation phase of an LMFBR Loss-of-Flow (LOF) accident.

This fuel relocation, along with molten fuel removal from the core during the later i

transition phase of the accident, limit the energetics of possible fuel recriticalities during the accident and the resultant threat to the integrity of the reactor primary system.

During the orderly termination of this LMFBR safety program in FY 85, the majority of the funding comes from the foreign program partners.

In the STAR experiments, clad irradiated LMFBR fuel pins with simulated upper blanket structure are melted by exposure to Loss-of-Flow (LOF) accident power histories in ACRR in the presence of high-velocity argon gas that simulates sodium vapor.

High-speed cinematography recordt the detailed motion of the fuel and clad materials, and also gives a measurement of surface temperatures. The STAR-5 and STAR-6 experiments were the first ones to use irradiated fuel in multi-pin geometry (5 irradiated-fuel pins and 2 instrumented fresh-fuel pin $.

STAR-5 used the low-power transient appropriate to the heterogenous core that was planned j

for CRBR, while STAR-6 used the high-power transient appropriate to the homogeneous core of the German SNR-300 and other LMFBRs.

Preliminary analysis of the film shows separate slow clad motion and fuel frothing in STAR 5, with little upward penetration,and energetic clad and fuel co-disruption with high sweep out in STAR-6. A final STAR-7 experiment and analysis and reporting of results will complete this program in FY 85.

- Semiscale Test S-FS-6 Semiscale Test S-FS-6, the first in a series of three planned feedwater line break tests, was successfully completed on May 22, 1985, nine days ahead of the scheduled test data.

Test S-FS-6 models a 100% break in the bottom feedwater line to one steam generator in a 4 loop Combustion Engineering System 80 type plant.

This accident was chosen because very conservative analyses by the vendor indicated the potential for high primary system pressure during these transients.

Based on a preliminary review of the data it appears that the test proceeded through the three phases of the experiment; i.e., automatic systems operation phase, plant stabilization phase and plant cooldown phase, in close approximation to the predicted response.

During the test a steam bubble was induced in the upper head twice in order to asscss two different procedures for collapsing it.

The test was run for a total of 13,900 seconds.

The test did produce a reactor coolant pressure spike in Semiscale.

However, since Semiscale is not an exact replica of a large PWR, the significance of the Semiscale results will require further analysis, particularly to determine primary to secondary heat transfer response, to determine the impact on the predicted large PWR behavior.

These results will be provided in part in a quick look report to be issued in about 8 weeks and more completely in the final test results report for the FS series to be issued in early FY 1986.

ITEMS OF INTEREST OFFICE OF INTERNATIONAL PROGRAMS WEEK ENDING MAY 31, 1985 International Visitors On Wednesday a nine-member team of Japanese government legal and technical specialists, on a survey mission on nuclear waste management, met with members of ELD, NMSS, and RES to discuss the legislative and regulatory aspects of U.S. nuclear waste disposal. The Japanese team is also scheduled to visit DOE and EPA later this week for additional one-day discussions on the.same subject.

On Friday members from the Aomori Broadcasting Co. (from the Aomori prefecture where Japan plans to site its waste disposal facility on the Shimokita peninsula) visited NRC to conduct an interview concerning several TMI-related matters, including lessons learned from TMI and actions taken as a result of it, NRC's perspective on the status of the TMI-2 clean up program, NRC's philosophy of reactor regulation, and the Commission's latest TMI-1 start-up decision. Bernie Snyder, TMIPO, represented the NRC during the interview, which will be broadcast at a later time in Japan.

OFFICE OF STATE PROGRAMS ITEMS OF INTEREST WEEK ENDING MAY 31, 1985 Proposed Agreement for Iowa Draft supporting documentation for a request from Iowa for a Section 274b agreement has been received for review and comment by NRC staff.

Iowa's current plans call for an effective date for an agreement by January 1,1986.

There are no facilities in Iowa authorized to handle low-level waste material in permanent disposal facilities or uranium and thorium processing and wastes and the proposed agreement will not include these categories.

Alternative Low-Level Waste Disposal Technologies Steve Salomon, OSP, and NRC staff from the Office of Research and NMSS Division of Waste Management met with Illinois, Pennsylvania, New York and Texas to explore the State perspectives of needs for alternative low-level waste disposal technologies. The meeting was held at the Electric Power Research Institute in Washington, D.C. May 30-31, 1985, with representatives from DOE, EPA and industry also exchanging information.

It is hoped that coordination of State, industry, and Federal government studies will reduce duplication and provide more useful results.
