June 7, 1985 Mr. John A. Zwolinski, Chief Operating Reactors Branch No. S-Division of Licensing U.S. Nuclear Regulatory Comission Washington, D.C. 20555

Dear Mr. Zwolinski:

Subject:

Oyster Creek Nuclear Generating Station Docket No. 50-219 SEP Topic No. VII-3.B DC Power System Bus Voltage Monitoring and Annunciation Your letter dated June 22, 1983 concerning the subject SEP topic requested GPUN to describe how the station battery connection integrity will be monitored by instrumentation. Because the battery charging current is a significantly small fraction of the DC system load current when the battery charger is supplying power to the loads, it is important to monitor the battery charging current with sufficient accuracy to assure that the station batteries have low resistance connection to the bus.

Station batteries are monitored routinely by station Operations personnel.

Additionally, the main station batteries at Oyster Creek Nuclear Generating Station (OCNGS) are monitored on a weekly and monthly basis per 0CNGS surveillance procedures (#634.2.002 and #634.2.003). The procedures require the checking and recording of, among other items, the charger output current and voltage, cell voltage and specific gravity, electrolyte levels and evidence of cracks in cells or leakage of electrolyte. These procedures are written in accordance with the appropriate IEEE standard (IEEE Standard 450-1980, "IEEE Recommended Practice for Maintenance, Testing and Replacement of Large Lead Storage Batteries for Generating Stations and Substations") and have been confirmed by a battery supplier (CD Battery Division) to be sufficient to detect potential battery problems. ,

We believe that our surveillance practice, described above, is capable of monitoring the battery charging current with sufficient accuracy to assure that the battery has a low resistance connection to the bu.
