SUMMARY
Initial operator licensing examinations were conducted at the Idaho State University AGN-201 reactor on November 2 through 4, 1992. The examinations were administered by Mr. Frank Collins, Chief Examiner, and Mr. Peter Isaksen. A portion of the examinations was audited by Mr.
Brian Hughes, Operator Licensing Branch, Regional Oversight and Support Section.
Written and operating examinations were administered for two Senior Reactor Operator, Upgrade (SRO-U) applicants, one Senior Reactor Operator, Instant (SRO-1) applicant, and four Reactor Operator (RO) applicants. The two SRO-U applicants passed the operating examinations.
The SR0-U written examinations were waived. One R0 applicant failed only the written examination. Two R0 applicants failed only the operating examination. One R0 applicant failed both the written and operating examinations. The SRO-I applicant failed only the operating examination.

Operating Tests:
Operating examinations were administered on Tuesday and-Wednesday, November 3 and 4, 1992. A facility licensed SRO was present for and supervised all-reactor operations.

Exit Meeting:
The exit meeting was conducted by the Chief Examiner'on Wednesday,-
November 4, 1992. Mr. Hughes attended the exit meeting as'an observer.
The facility was represented by Dr. Kevan Crawford,. Reactor. Supervisor, and Mr. Dave Clovis,. Senior Reactor Engineer. The Chief Examiner requested that comments pertaining to the written examination-be received within 5 working days.
Difficulty in accomplishing tasks described in infrequently used-procedures and implementation of'the administrative policies,
_ procedures, and controls at the facilities were identified as a observations made by the examiners during the operating examinations._
The facility acknowledged the unfamiliarity with infrequent procedures and noted'that'a program is being. initiated to; revise and upgrade;the procedures.-
EXAMINATION COMMENT RESOLUTION The facility submitted comments on two-questions, one each in Sections A and C of 'theLexamination.: The facility comments and specific NRC responses'are attached to this-report. One comment, in question A-2, was accepted, resulting in credit being. allowed for either answer B or C for that question. -The comment regarding question C-12 was;noted but.
