NOTICE OF VIOLATION

Idaho State' University' (ISU) Docket: 50-284/87-01 Lillibridgs Engineering Laboratory License: R-110 JDuring)anNRCinspectionconductedonFebruary 4-6, 1987, violations of NRC requirements.werel identified. The violations involved: (1) assignment of an

~g= , , unqualifieif person to the position of Reactor Administrator, (2) failure to properly. post high radiation areas, and (3) failure to submit the annual operating report on time. In accordance with the " General Statement of Policy

'nd a Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986),

the violations'are listed below:

A. . Reactor Administrator Qualifications Technical Specification 6.1, 6.2, and Figure 1 requires that the person assigned as the Reactor Administrator must possess a Senior Reactor Operator license.

Contrary to the above, the NRC inspector determined on February 4, 1987, that the Reactor Administrator did not possess a Senior Reactor Operator license.

This is a Severity Level IV violation. (Supplement I)(284/8701-01)

B. . Failure to Post High Radiation Areas License Condition 2.C, requires compliance with the requirements of 10 CFR Part^20.

10 CFR Part 20.202(b)(3) defines a High Radiation Area as an area where a person could receive in any 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> a dose in excess of 100 millirem.

10 CFR Part 203(c) requires that each High Radiation Area be conspicuously posted with a radiation warning sign and the words " Caution - High Radiation Area."

Contrary to the above, the NRC inspector determined on February 5,1987, that during operation of the reactor radiation levels of up to 150 millirem per hour were present in areas adjacent to the side and the top of the reactor, but these areas were not posted as required by 10 CFR e

Part 20.203(c).

This is a Severity Level IV violation. (Supplement IV)(284/8701-02)

C. Failure to Submit Annual Operating Report Technical Specification 6.9.1 requires that the licensee submit prior to June 30 of each year a report covering the operation of the reactor during the previous calendar year.
