1415 DESCRIPTION OF REPORTABLE OCCURRENCE: Non-compliance of Technical Specification 3.5.E Initial Condition j
On 12-10-79 while operating at 80% power, it was discovered that RCIC was in-operable on 12-8-79 without proving HPCI operable per Tech Specs 3.5.E.2 and without meeting shutdown requirements per Tech Specs 3.5.E.3.
RCIC tripped on High Turbine Exhaust Pressure and was properly logged by shif t personnel but shif t personnel failed to intnediately prove H,PCI operable.
HPCI has been proven operable on 12-09-79 Nature of Occurrence:
Failure to consider RCIC systeminoperable af ter a trip on high turbine exhaust pressure on 12-8-79.
Therefore, the HPCI system we,s not proven operable as require by Tech. Spec. 4.5.E.2 Also, Tech. Spec. section 3.5.E.3 was not compiled with.
Irvnediate Corrective Action:
None as far as system operability is concerned.

_ Status of Redundant or Backup Systems:
At time of discovery, the backup system was operable as demonstrated on 12-9-79.
Impact to _0th_er Units:
None.
Operation of RCIC on Unit I has no effect on Unit two system.
Justification for ContinJed Operation:
The RCIC and HPCI system are both operable as demonstrated 12-9-79.
