EVALUATION OF UPPER REACTOR BUILDING AND NON-SAFETY ARCHITECTURAL COMPONENTS SUBJECTED 10 TORNADO-WIND LOADING - ITEMS 1 AND 110F SEP TOPlc 111-2 (TAC NO. M79165)
The staff has completed the review of the upper portion of the Reactor Building subjected to tornado-wind generated loadings, and the consequences of tornado missile damage to certain non-safety architectural components.
Based on the prior reviews by the staff (1983 to 1988), the subsequent responses to the staff requests for additional information, and audit of some of the licensee calculations, the staff concludes that the upper steel-framed portion of the Reactor Building will be able to withstand the tornado-wind loading generated by a total wind-speed (i.e., rotational plus translational) of up to 306 km/h (190 mi/h), when the )lanned modifications to the steel framing are completed. This is accepta)1e to the staff.
With respect to tornado missile damage to non-safety architectural components (mechanical equipment access opening), the staff conclu_es that even in the unlikely failure of mechanical components near the access door, a system consisting of the isolation cc,ndenser (IC), torus, and a core spray pump, was available both for shutting down the plant and for maintaining it in a shutdown mode. is our Safety Evaluation regarding these items.
Based on the above, the staff considers these items resolved and SEP Topic 111-2 closed.
