In response to four request of September 20, 1979, I am enclosing the Charter of the subject panel, as well as a brief bibliography of the Chairman, Mr. Charles Meinhold, Head Safety and Environmental Protection Division, Brookhaven National Laboratory. I am pleased to have had acceptances from such a distinguished group of nationally recogni:ed professionals to undertake l

The TMI-2 Support Task Group, under the direction of Richard Vollmer, is j

continuing their review of radiation protection aspects of planned operations
,at TMI. Mr. Thomas Murphy, Chief, Radiological Assessment Branch, NRR, is a part-time member of the task group, as well as the NRR member on the Special Panel. He is continuing to work with the Radiation Protection Staff at TMI by. recommending program and organizational improvements as deficiencies are noted.

l CHARTER FOR THE PANEL The panel is hereby constituted with the following charter:
j Objective:
To review the radiation protection program of the Metropolitan Edison i
Company at the Three Mile Island Nuclear Station, as currently constituted and planned to support the decontamination and recovery of Unit 2.
To determine whether the organization, management and planned program will be capable of support-ing the recovery stages with exposures to plant workers and contractor personnel that will meet the requirements of the Commission's regulations and that will assure that occupaticnal radiational exposures will be as low as is reasonably achievable.
Scope: The recovery operations at the TMI Nuclear Station will involve many activ-ities and associated health physics problems that were not anticipated prior to the accident at TMI-2.
Extensive decontamination of structures and systems and opera-tions necessary to maintain the facility in a safe shutdown condition are accom-panied by an unusual distribution of radioisotopes throughout the containment building, the fuel handling building and the auxiliary building.
The particular 1
spectrum of radionuclides encountered in these operations is uniq'ue to the occurrence at the station.
Deficiencies in the radiation protection program have prev.iously been identified in the NUS Corporation study prior to the accident, in I&E inspections and their report of the accident, and in reports by the NRR TMI-2 Support Task Force.
The Committee should become familiar with the plant programs, re'v'iew appropriate reports and studies and should conduct meetings as necessary with the licensee, the NRC, and others as necessary in order to carry out its objective of reporting to the Director, NRR, on both the current capability and competence of the Met Ed program and on recommendations for actions that may be needed in order that operations can be accomplished within NRC requirements.
The Committee should function so as to make its final report to the Director, NRR, no later than December 7,1979.

More than twenty years experience in health physics and safety.
Joined the staff of the Health Physics Division at Brookhaven National Laboratory in 1957.
For the next five years was engaged in a wide variety of operational health physics activities and applied health physics research.
In 1962 made responsible for a large part of the operational health physics program and for health physics training which included the formal health physics summer training program for AEC and PHS fellows.
Became Head of the Health Physics Division in 1972.
Organized the Division into four sections as follows:
(1) Environmental Monitoring and Protection, (2) Research and Technical Ser-vices, (3) Operational Health Physics and Safety, and (4) Plant Protection.
In 1975 re-named the Division 3 Safety and Environmental Protection to better reflect the total commitment to an integrated safety program.
The Divisicn now employs 75 scientists, engineers and technicians and an equal number of firefighters and. security officers.
Professional Associations Member of the National Council on Radiation Protection and Measurements.
Pres-ently Chairman of the NCRP Scientific Committee 46 on Operational Radiation Safety.
Member of the Main Commission of the International Commission on Radiological Protec-tion and Chairman of Committee 3 dealing with protection in medicine and external radiation.
Member of the International Commission on Radiological Units Task Group on High Energy and Space Radiation Dosimetry.
AEC-ERDA-DOE special assignments have in-ciuded membership on the advisory panel on accelerator radiation safety, lecturing for T courses on emergency planning for fixed nuclear facilities, and for medical manage-ment of radiation accidents, fellowship advisor for 0.R.I.N.'s fellowships in radio-logical physics.
Presently serving as a consultant to the Professional Examination service in the preparation of the American Board of Health Physics Part 1 Examination.
Member of the American Nuclear Society and the American Association for the Advance-ment of Science.
Health Physics Society Activities Treasurer 1976-1977; Member of the Board of Directors 1976-1978.
Member of the following committees of the Society:
Place, Education and Training, Local Arrangements and Finance.Public Information, Mem Health Physics Society Delegate to the Third and Fourth IRPA Congress.
Charter member of the Greater New York Chapter serving as Secretary-Treasurer in 1961 and 1962 and as President in 1963.
Publications Publication activities have recently been directed toward participation on draft-ing groups for ICRP (Publication 15, 21) and ICRU (space and high energy dosimetry).
Served as chairman of NCRP Committee which prepared NCRP Report No. 59 on Operational Radiation Safety Program.
Author /co-author of about twenty technical arrticles, reports and book chapters.
