Docket Nos. 50-361 and 50-362 Amendment Application Nos. 161 and 145 Appendix J. Primary Reactor Containment Leakage Testing for Water-Cooled Power Reactors, Option B San Onofre Nuclear Generating Station Units 2 and 3 Enclosed are Amendment Application Numbers 161 and 145 to Facility Operating Licenses NPF-10 and NPF-15 for San Onofre Nuclear Generating Station (S0f.CS)

Units 2 and 3, respectively. These amendment applications consist of Proposed Technical Specification Change Number NPF-10/15-468 (PCN-468). PCN-468, which requests changes to Surveillance Requirement (SR) 3.6.1.1, SR 3.6.2.1, and SR 3.6.3.6, is provided as Enclosure 1 to this letter. The affected Bases sections are provided for information only.

The proposed change is to allow implementation of the recently approved Option B to 10 CFR Part 50, Appendix J. This new rule allows for a j performance-based option for determining the test frequency for containment i leakage rate testing. This amendment request will change the SONGS Units 2 and 3 Technical Specifications (TSs) by replacing the references to

" Appendix J, as modified by approved exemptions" with " Appendix J, Option B, as modified by approved exemptions and Regulatory Guide 1.163, dated September, 1995."

This change is requested to Unit 2 Amendment No. 127 and Unit 3 Amendment No. 116 approved TSs. To implement the new program by the SONGS Unit 2 Cycle 9 refueling outage, Edison requests this amendment be issued effective i October 1, 1996 and be implemented within 30 days from the date of issuance.

I This amendment request is expected to result in a total present worth savings in excess of $100,000 for the two units over the lifetime of the plant.

l Because of this savings, this submittal is being submitted as a Cost l Beneficial Licensing Action (CBLA).
