Niagara Mohawk Power Corporation (NMPC) hereby transmits an Application for Amendment to Nine Mile Point Unit 2 (NMP2) Operating License NPF-69. Also enclosed as I

Attachment A are proposed changes to the Technical Specificatioas (TS) set forth in Appendix A to the above mentioned License. A marked copy of the affected current Technical Specification pages is provided as Attachment B to assist your review. Supporting information and analyses demonstrating that the proposed changes involve no significant hazards consideration pursuant to 10CFR50.92 are included as Attachment C.

l NMPC proposes to revise TS Section 3/4.3.2, " Isolation Actuation Instrumentation." The proposed revision will establish a range of allowable and trip setpoints for High Temperature l

in the Main Steam Line Tunnel L:ad Enclosure. NMPC has determined that the current TS requirements could result in unnecessary challenges to the plant and its safety systems depending on environmental conditions. The current requirements were established based on the most conservative environmental parameters (winter conditions). NMPC has determined that basing the requirements on actual environmental conditions does not have a significant adverse affect on safety, and redwes the potential for unnecessary safety system challenges.

Implementation of this license amendment will enable Niagara Mohawk to take action to avoid situations which could result in a reactor isolation and scram from a full power condition.
