Dear Mr. Martin:
IE Bulletin 84-03 requested licensees to evaluate the potential for and consequences of a refueling cavity water seal failure. In response to this bulletin a study was conducted to evaluate the likelihood of gross seal i
failure; maximum leak rate due to seal failure; makeup capacity; time to cladding damage without operator action; potential effect on stored fuel and fuel in transfer; and emergency operating procedures.
The results of this study are enclosed in a summary report far the refueling cavity water seal used at PVNGS.
