Revision to Clinton Power Station Proposed Amendment of l

Dear Madam or Sir:
By letter U-602591 dated June 21,1996, Illinois Power (IP) applied for amendment of Facility Operating License No. NPF-62, Appendix A - Technical Specifications (TS), for Clinton Power Station (CPS). The request consisted of proposed j
changes to the " Administrative Controls" section of the TS, specifically to Section 5.7, "High Radiation Areas." Following discussions with the NRC to address comments prompted by the NRC's review of the proposed changes to the TS, IP has determined to revise the proposed amendment as outlined below.
IP has determined that the wording within the proposed new Specification 5.7. I describing the individuals who are qualified in radiation protection procedures would be improved by deleting the examples currently included in parentheses. Additionally, within the proposed new Specification 5.7.2, IP proposes to revise the wording referring to the l
administrative control of keys (for gaining access to high radiation areas with locked l
doors) to provide that keys be controlled "in accordance with a program approved by the radiation protection manager." IP also proposes to add a requirement that the RWP or equivalent "shall ensure that individuals are informed of the dose rates in the immediate work areas." Finally, within the proposed Specification 5.7.2, the word "are" is substituted in place of"is," and within the proposed Specification 5.7.3, the plural " areas" is substituted in place of" area." contains marked-up pages of the TS reflecting the above changes.
Double revision bars indicate what specific changes are being made to the marked-up pages previously provided. It should thus be noted that these marked-up pages supersede the marked-up pages previously included in Attachment 3 to IP letter U-602591. In addition to Attachment 2, an aflidavit supporting the facts set forth in this letter and its tachments is provided in Attachment 1.

U-602619 Page 2 IP has reviewed the justification and the Bases for No Significant Ilazards Considerations contained in IP's June 21,1996 amendment request and has concluded that the changes contained in this revision do not alter the bases or conclusions provided in those assessments. Additionally, the changes contained in this revision do not alter IP's determination that the proposed changes meet the criteria given in 10CFR50.22(c)(9) for a l
categorical exclusion from the requirement for an Environmental Impact Statement.
