t l I. INTRODUCTION O

A periodic Type "A" Integrated Leak Rate Test (ILRT) was performed on the containment structure of the Gulf States Utilities Company's River Bend Nuclear Power Station (RBS) boiling water reactor in August of 1992 (RF-4).

The results of this test were analyzed utilizing the

" Total-Time" nethod. This test was performed for a __

period of 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> at a pressure equal to or areater than the calculated peak containment internal pressure related to the design bases accident as specified in the Technical Specifications and in compliance with the termination criteria specified in BN-TOP-1. This report describes and presents the results of this periodic Type A test including the supplemental test method utilized for verification (Controlled Leak Rate Test or CLRT).

The test results are reported in accordance with the requirements of 10CFR50, Appendix J, Section V.B.1 and 2, ANSI N45.4-1972 and the intent of ANSI /ANS-56.8-1987.

In addition, Type "B" and "C" test results performed since the last Type "A" test are included in this report (Appendix B) in accordance with the requirements of 10CFR50, Appendix J, Section V.B.3.

SUMMARY

OJ rrior to performance of the ILRT,-Local Leak Rate Tests (LLRTs), were performed to verify containment integrity.

These Type "B" and "C" tests were performed on containment electrical penetrations, mechanical penetrations, containment isolation valves, air locks, etc. The acceptance criteria for the LDRTs is that the total leakage does not exceed 0.60 ( L.) where L, is the maximum allowable leakage rate at pressure P. (peak accident pressure) stated as a percent of containment 1

free volume per day (24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />). The total as-left leakage from these tests was well within.this limit, and the results are presented in the official copies of the associated Type B and C surveillance test procedures specified in STP-057-3800 (Local Leak Rate Test), which n

is on file at RBS.

At the start of the ILRT, all valves-were in their normal-position for-accident conditions. Exceptions to this valve-line-up were identified in the official copy of-Surveillance Test Procedure, STP-057-3703 (Primary Reactor Containment Integrated Leak Rate Test), which is

III. TEST DISCUSSION

.O A. D a tLg J i p t i o n o f C o n t a i n m e n t The Mark III pressure suppression containment system for RBS consists of a drywell, a vapor suppression pool, and a primary.

containment building. The reinforced concrete ylindrical drywell structure houses the reactor system. The cylindrical, f ree-standing steel primary containment structure encloses the _.

drywell and the suppression pool which-fills the bottom 20 feet of the annular volume outside the drywell. A cylindrical weir wall inside the drywell forms the inner boundary of the suppression pool. A system of submerged horizontal vent openings in the lower portion of the drywell wall are incorporated to direct steam to the suppression pool where condensation (vapor suppression) occurs if a pipe ruptures within the drywell.

The drywell and containment structures have the capability to maintain functional = integrity during and following the peak transient pressures and temperatures which result from any ,

loss-of-coolant accident (LOCA). The LOCA analyses which determine the peak transient pressures and temperatures for design assume the most limiting single f ailure (with regard to-

O The drywell, 69 feet in diameter (ID), is a cylindrical reinforced concrete structure surrounding the reactor, the two recirculation loops, and other branch connections of the reactor coolant system. A cylindrical weir wall 64 feet in diameter (OD), 21.25 feet high and concentric with the lower portion of the drywell wall, forms the inner boundary of the suppression pool. The primary containment structure is a free-standing steel cylinder with a torispherical dome, concentric with and a

B. Description of InstrumentatioD

~

A " state-of-the-art" ILRT instrumentation system was utilized to allow leak rate determination by the " Absolute Method".

The primary measurement variables included- conLainment pressure, relative humidity (dewpoint temperature), and dry-bulb temperature as a function of time. " Smart" sensors were l

utilized for relative humidity and dry-bulb temperature with their own CPU, memory, signal conditioning and RS-485 bus interface. As a result, a separate data acquisition system was not required. Ancillary measurements included outside ambient temperature and barometric pressure. During the supplemental CLRT, containment verification (fixed-orifice) flow was also measured. Instrument readings were acquired at )

15-minute intervals. The measurement system schematic is O shown in Figure 9. The mass of air (Q) is calculated by the-Ideal Gas Law as follows:

Temper . cure Instrumentation Twenty-four (24) precieion thermistors (TE) were located i' throughout the containment and drywell (see Figures 1 through 8) for the determination of the volumetr!.cally weighted average dry-bulb temperature. The specified accuracy of each of the sensors is i 0.5*F and system _

sensitivity is 1 0.1 F.

2. Relative Humidity Instrumentation Ten (10) temperature compensated bulk polymer chip relative humidity sensors (RH) were located throughout the containment and drywell (see Figures 1 through 8) for the determination of the volumetilcally weighted average relative humidity. The specified accuracy of each of the sensors is i 2.0*F dewpoir.t (equivalent) and system sensitivity is i 0.5 F dewpoint (equivalent).
3. Pressure Instrumentation Two (2) precision quartz pressure transmitters - or-monitors (0-30 psia) were provided (see Figure 9) for the determination of containment /drywell absolute pressure.

One pressure transmitter was utilized as a primary while the second was available as a backup. The specified accuracy of each of the- transmitters is i 0.02% of reading and system sensitivity is 1 0.001 psi.

C. Descrintion of'Comnuter-Procram.

The computer program utilized for the performance of the ILRT is written entirely in C la'nguage. -It is an interactive system that utilizes -the Microsoft " Windows"- operating environment. Windows provides a "shell" that allows programs to run within a window-based user environment and provides sufficient multi-tasking utilizing the latest PC software.

J Windows allows multiple programs to operate simultaneously and communicate with each other. This allows the Data scquisition System (DAS) program- to communicate with the ILRT analysis program by passing data in memory and providing a " device independent" way to interface with output devices. Windows includes an intuitive user interface through the use of pull-down menus and provides multiple views of data simultaneously thus allowing real-time updating of displays. All ,

calculations -can be perf ormed automatically and' all graphs and displays can be updated immediately on the screee upon receipt of new data.

The ILRT program consists of two (2) separate programs. -The-l main program called LEAK.EXE is a data analysis and report 0 program. Its " personality" is derived..from a configuration file. 'The ILRT program contains the tools required to create-and edit'the. configuration file. The second. program called L DATACQ.EXE controls-and provides interface to the DAS . C. Descriotion of Computer Program (Continued)

O- through a Windows facility called Dynamic Data Exchange (DDE),

allowing a standardized way of communicating while keeping the-main program isolated from the actual details of data acquisition. The configuration file specifies all plant-specific information such as number of compartments or zones in containment , number of each type of sensor each compartment contains, individual sensor calibration constants, volume fractions, containment volume, etc. All configuration information is accessible within the program and easily-accessed through standard Windows dialogue boxes.

configuration file and performs a consistency check. The configuration file validation is automatically performed upon initiation of data acquisition. Once pressurization begins,-

trends until test pressure is achieved. At this point, the-Temperature Stabilization window is utilized and determines when stabilization is achieved. This function is formatted exactly like Appendix F of ANSI /ANS-56.8-1987. Once temperature stabilization is achieved, the ILRT start reading or sample number is selected and all leak rate _ calculations are performed up to-the currert ~ reading.

As-subsequent data 1 sets arrive, leak rate calculations are updated automatically.

The leakage calculations are performed utilizing both Total-Time and Mass-Point methodologies with Total-Time calculations performed in accordance with BN-TOP-1. Edit provi'sions exist  ;

of this type that are made. In conjunction with this, a j ,

continuous calculation of the Instrument Selection Guide (ISG) is perfonned during the test based upon tesc duration and number of sensors actually utilized. This assures the ISG requirement is being met if test duration is reduced and/or ,

unacceptable sensors are eliminated. Upon successful:

completion of the ILRT, the program calculates-a known leak- in

i. O SCFM equal to L for the CLRT. The actual ' leak that was imposed is manually entered and the program calculates the acceptance band for the verification test based upon this value. When all testing is complete and depressurization

[ begins, the Depressurization Monitor allows - monitoring of depressurization trends until- atmospheric pressure is achieved. Extensive reporting and graphical. options-exist-within the program and are available in' hard copy by utilizing the Print option.

Te containment was made ready for the ILRT._ with _ final inspection, closure, and exclusion areas established at 0815 hours0.00943 days <br />0.226 hours <br />0.00135 weeks <br />3.101075e-4 months <br /> on 08-14-92. Prior to this, various tasks were completed such as instrument sensor installation, in-situ testing, temperature survey, Type B and C testing, valve line-ups, .etc. Various minor problems were encountered and-resolved during this period. The details concerning these .

tasks can be found in surveillance test procedure STP-057-3703, Primary Reactor Containment Integrated Leak Rate Test, and the associated test log which are on file at RBS.

Pressurization of containment commenced at 0915 hours I

on 08-14-92 with a barometric pressure of 29.97" Hg (14.72 psia) and with' approximately 9000 cfm of air avaf lable' (see Figures 10 and 11). The leak survey teams were deployed at this time to inspect all penetrations for potential leakage.

Pressure was achieved at 1107 hours0.0128 days <br />0.308 hours <br />0.00183 weeks <br />4.212135e-4 months <br /> at 23.4 psia. Fo31.owing this, the pressurization system was isolated and vented to atmosphere. The average pressurization rate was'approximately

ILRT was satisfactorily completed = at 0146 ' hours on 08-15-92 with-at Total-Time Upper Confidence Limit of 0.141274%'per day and a Mass-Point Upper Confidence' Limit of 0.127063% per day. .Both the Total-Time -Upper Confidence Limit and. The results of a calculated least-squares statistical fit of all data revealed a Total-Time leak rate of 0.121738% per day!

with a 95-percent upper confidence limit of 0.141274% per day.

Adding a penalty of 0.00627% per day to account for the' Type B and C leakage of applicable penetrations which were not exposed to test pressure and a penalty of 0.0213% per day for tank and pool level changes yielded a total "As-Left" Type A-test result of 0.168858% per day, based on the upper-l l confidence limit.

V. CONCLUSIONS O

The Integrated Leak Rate Test at peak accident pressure provided acceptable results as evidenced by the computer printouts in Appendix A of this report. "he computed leak rate is well within the specified .imit. The acceptance criteria for the ILRT is as follows:

1. The maximum allowable operational 2ak rate shall not exceed 75% of L. (0.26% per day) at a pressure of not less than P. (7.6 psig):

Introduction Appendix B s Nrizes the results of the Local Leak Rate Test (LLRT) data which were obtained from surveillance testing performed since the May 1989 periodic Type A test or ILRT. Data are provided from the periodic testing performed in 1990 and 1992. The leakage rate values that are listed in Appendix B are for individual components unless otherwise indicated.

The acceptance criteria specified for Type B and C testing is in accordance with the requirements of 10CFR50, Appendix J. CQRCLUSIONS:

The combined "as-found" Maximum Pathway leakage rate of all Type B and C testa was >0.6 L. The combined "as-left" Maximum Pathway leakage rate for all Type B and C tests was 22,908 SCCM which is well within the acceptance limit of <0. 6 L. or 67,080 SCCM.
