Dear Dr. Grace:

South Carolina Electric & Gas Company (SCE&G), acting for itself and as agent for the South Carolina Public Service Authority, submits six (6) copies of Amendment 12 to the Physical Security Plan under the provision of 10CFR50.54 (p).

These changes do not decrease the safeguards effectiveness of the Plan.

Amendment 12 explains the physical security measures implemented for a 1985-1986 construction project.

It additionally covers miscellaneous changes relating to the arms room, Category IV packages, designated vehicle locking, and equipment enclosures.

The attachments contain Safeguards Information and other information which should be witheld from public disclosures as provided by 10CFR 2.790.
