BELLEF0iTE NUCLEAR PLANT LNITS 1 AND 2 - DEFICIENT CATEGORY I COWQiENTS AND MISGLLANEOUS STEEL - BLRD-50-43844-55 AND BLRD-50-43944 SECOND INTERIM REPORT The subject deficiency was initially reported to NRC-0IE Inspector P. E. Fredrickson m October 29, 1984 in accordance with 10 TR 50.55(o) as NCR 3615.

Our first interim report was autaitted November 27, 1985.

Enclm ed is our second interim report. We expect to autnit our next report on or about June 26,1985.

Contrary to what was stated in our letter dated November 27, 1985 transmitting the first interim report, we do not consider 10 TR Part 21 applicable to this d efi ci ency. Please correct your records accordingly.

NCR 3615 SECOND INTERIM REPORT Description of Deficiency Reinspection of several structural components, which had been inspected and approved, revealed that several components do not meet requirements documented in Bellefonte Nuclear Plant (BLN) quality control procedure (QCP) i 2.15 and design drawings. Scme of the affected components include stairs, ladders, platforms, tank supports, and pipe supports. Approximately 73 percent of the total itens minspected failed to meet the referenced re quimment s.

WA's BLN Office of Construction (OC) personnel are documenting the results of inspections performed to determine the scope of the deficiency. The deficiencies documented are being reviewed by BLN OC personnel to determine if the affected components may be "used as is" in accordance with the BLN QCP-2.15 varianoe Tonn. All features so approved will be subnitted to TVA's Office of Engineering (08) for review and concurrenos.

Deficiencies which cannot be approved for use by OC will be doctanented on a l

separate nonconfonnance report (NCR) and subnittel to OS for dispositioning.
