E. Fredrickson cn January 31, 1984 in accordance with 10 TR 50.55(e) as NCR BLN BLP 8401. This we followed by our interim reports dated February 27 and August 21, 1984.

FINAL REPORT Descriotion of Deficiency Carbon ateel pipe supports topooated with carboline 305 paint, a halogen-containing substance, are in contact with stainless steel piping. The deficiency was identified at Bellefonte Nuclear Plant (BLN) per Program Information Notice 83-8, " Stainless Steel Pipe in Contact with Halogenated Protective Coatings." The deficiency resulted f rce the failure to provide guidelines in General Construction Specifi cation G-29M restricting halogen-containing paint from contacting stainlca steel piping.
Safety Irnplications If stainless steel piping comes in contact with substances containing halogens, stress corrosion cracking could result in piping where operating temperatures exceed 1400F. Stress corrosion cracking in safety-related piping systems could be adverse to the safe operation of the plant.
Corrective Action TVA's Office of Construction (OC) is proceeding with the removal of.
carboline 305 paint applied to pipe supports that are in contact with stainless steel piping and are exposed to an operating temperature in excess of 1400F.
Renoval of the paint will be completed by January 15, 1986.
To prevent recurrence of this deficiency, TVA initiated a testing program to determine allowable halogen limits in zinc paints.
Based upon the test program results, purchase specification PF 106710 was issued as part of Construction Specification G-29M.
This purchase specification specifies the allowable halogen content in zinc paints.
Also, TVA drawing 6GWO470-00-01 RT and BLN Construction Specification N4 A-933 (SRN-N4 A-933-1) now prohibit the appliction of carboline 305 paint as a topcoat on pipe supports contacting stainless steel piping.
