In a letter dated June 26, 1992, the NRC requested that South Carolina Electric & Gas Company (SCE&G) reassess the schedule provided on December 20, 1991, for performance of the Individual Plant Examination for External Events (IPEEE).
SCE&G met with the NRC on August 12, 1992, to discuss some of the constraints in meeting the NRC requested completion date of June 1995, including a major outage in the fall of 1994 to replace steam generators.
In that meeting, the Staff expressed their goal to have substantially complete IPEEE results (i.e., identification of major plant vulnerabilities) by June 1995. The Staff also requested that SCE&G submit a more detailed IPEEE schedule showing specific activities and completion dates.
SCE&G has met with the contractor that will assist in performance of the IPEEE, and a detailed schedule has been developed considering contractor and SCE&G resources and available outages for conducting the containment walkdowns. A summary of key milestones and completion dates is pravided in the attachment. The original proposed schedule of October 1997 has been improved by almost one year. SCE&G plans to complete the Fire and Other External Events evaluations and a preliminary assessment for seismic vulnerabilities by April 1995. An interim report for the evaluations will be submitted by June 1995.
The goal for the interim seismic evaluation will be to identify to NRC possible seismic vulnerabilities. A final seismic report will be provided by December 1996.
The basis for the seismic schedule is:

The seismic schedule is constrained by steam generator replacement activities and available plant outage time for conducting containment walkdowns. Refuel 8 (fall 1994) is the steam generator replacement outage. This will be the most complex outage conducted at V. C. Summer Nuclear Station, and management / control of outage activities will be crucial to a safe and successful outage. SCELG does not believe the final containment walkdowns can be conducted at this time because of the scope of work already defined for the outage (including numerous plant modifications) and the availability of the containment during the outage. The next ascilable outage for the walkdown is the spring of 1996.

In addition, major projects such as the steam generator renlacement effort and the IPE (scheduled for completion in June 1993) are utilizing experienced plant personnel in the structural / seismic, IPE, and shift engineering areas.
SCE&G wants to use these same individuals for portions of the :PEEE evaluation /walkdowns. Many of these people will be heavily involved in Refuel 8 outage management, modifications and startup testing precluding their participation in a containment wal down etfort.
In summary, SCE&G understands the importance of the IPEEE and wants to perform a comprehensive, high quality evaluation. SCE&G also wants to obtain-the maximum benefit possible from the project by involving our personnel in all aspects of the examination, llowever, other major projects already in progress affect plant and personnel availability for participation in the IPEEE. SCE&G would be happy to meet with NRC to discuss this issue further, if necessary.
