The purpose of this letter is to respond to verbal requests made by NRC Project Manager, Joe Williams, during a January 18, 1996, telephone conference call concerning the RBVRM equipment.

There were two NRC requests:

1.

Provide certification that the BFN RBVRM chassis power supplies are qualified to International Electrotechnical Commission (IEC) Standard 801-5 Level 2, per generic Nuclear Measurement Analysis and Control (NUMAC) Leak Detection Monitor (LDM) testing.

2.

Explain how the Fourier transform to convert the time domain IEC 801-4 test waveform to a frequency domain representation was performed.

The enclosure provides TVA's answers to the above NRC requests.

The following is a restatement of the NRC requests followed by TVA's response.

TVA's Response To NRC Request Number 1 TVA is providing in Attachment 1, certification that the BFN RBVRM chassis power supplies are qualified to IEC 801-5 Level 2, per generic NUMAC Leak Detection Monitor (LDM) testing.

NRC Request Number 2 Explain how the Fourier transform to convert the time domain IEC Standard 801-4 test waveform to a frequency domain representation was performed.

TVA's Response To NRC Request Number 2 contains the explanation of how the Fourier transform to convert the time domain IEC Standard 801-4 test waveform to a frequency domain representation.

Reference 1 identified an IEC 801-5 qualification level of Level 2 for the Browns Ferry -

NUMAC RBVRM as delivered, and cited test of a NUMAC Leak Detection Monitor i

(LDM) as the basis. Reference 2 requested confirmation that the power supply for the Browns Ferry RBVRM is the same as that in the LDM actually tested.

I have reviewed the test report and the documents for the LDM tested compared to the Browns Ferry RBVRM *, and confirmed that the power supplies and the suppression circuitry of the LDM chassis tested are the same as in the RBVRM. Therefore, the tested t

configuration for the power input circuit is the same as that for the Browns Ferry RBvRM.

Please provide this information to TVA as requested in Reference 2.
