Dr. Mark 0. Hedford, Vice President Nuclear Assurance, Licensing and Fuels 3B Lookout Place 1101 Market Street Chattanooga, Tennessee 37402-2801
Dear Dr. Hedford:
Febr y 25, 1gg3
SUBJECT:
REQUEST FOR ADDITIONAL INFORMATION REGARDING TVA'S PROPOSED UPGRADE OF THE REACTOR BUILDING RADIATION HONITORING SYSTEM FOR BROWNS
- FERRY, UNITS 1, 2,
AND 3 (TAC NOS.
- H84161, H84162, AND H84163)
By letter dated July 23, 1992, the Tennessee Valley Authority (TVA) submitted a license amendment request (TS 316) to revise the Browns Ferry Nuclear Plant (BFN) Technical Specifications (TS).
This amendment request would make the BFN TS consistent with TVA's proposed analog-to-digital upgrade of the Reactor Building Ventilation Radiation Monitoring System (RBVRH).
After reviewing TVA's submittal, the staff has determined that some additional information will be necessary in order for the staff to complete its safety evaluation.
Therefore, TVA is hereby requested to provide the additional information as specified in the enclosed list.
TVA should respond to this request for additional information (RAI) as soon as possible, but no later than thirty days from the date of this RAI.
This requirement(s) affects 9 or fewer respondents and, therefore, is not "subject to Office of Management and Budget review under P.L.96-511.
If you have any questions regarding the content of this RAI, please contact Thierry H. Ross, NRC Project Manager at (301) 504-1474, Sincerely, FredePick J.

Provide NEDC-3197-A "NUHAC gualification Report for RBVRH System for TVA BFN Units 1, 2, and 3," November 1991.
2.
Is GE performing additional EHI/RFI environmental tests to include the broader frequency ranges of the environmentf If so, describe the tests in detail.
3.
Provide the onsite EHI/RFI survey plan and additional information necessary to demonstrate that the Nuclear Measurement Analysis and Control (NUHAC) Reactor Building Ventilation Radiation Monitors (RBVRH) are qualified to operate at the Browns Ferry Nuclear Plant.
The onsite EHI/RFI survey should include the survey of the NUHAC RBVRH installed environment during plant start-up and normal power output level to show that the NUMAC RBVRM operating environment is well within the tested envelope.
4.
Provide the drift analysis report, GE-NE-533-020-0492 "Reactor Building Vents Radiation Monitoring System Drift Rate Calculation for Tennessee Valley Authority Browns Ferry Nuclear Plant."
5.
Provide the TVA's maintenance document on the high voltage adjustment, which assures that the GH voltage drift is well within the permissible values between calibrations.
6.
Provide the following GE NUMAC RBVRH software development requirement documents:
