1. Article 16.1.17 (Definitions), add:

" Article 16.1.17 Continued Shut Down Mode -

When the reactor is to be non-operational for a period of time greater than one year, the reactor shall be deemed to be in a _ continued shut down mode. Under this condition the reactor fuel-bearing control rods shall be removed from the reactor and stored in a locked facility separate from the reactor."

2. Article 16.4.1 (Reactivity Limits), add:

" Exception:

When the reactor is.in a continued shut down mode, the specifications (16.4.1 a through c) in this article shall not apply. However, upon application to the NRC for reactor startup, the specifications shall become fully applicable."

3. Article 16.4.2 (Control and Safety System), add:

" Exception:

When the reactor is in a continued shut down mode, the specifications (16.4.2 a through 1) in this article shall not apply. However, upon application to the n2C for reactor startup, the specifications shall become fully applicable."

4. Article 16.9.9.1 (Routine Reports), add:

"C. The annual operating report shall not be submitted during periods of continued reactor shutdown."
