DIVISION ORGANIZATIONAL. ALIGNMENT After considerable review of the current division organization, the current and projected workload (both short-term and long-term), the limited available resources of the division, the extremely high priority of the Waterford and Comanche Peak projects, and the need to continue and complete our other priority work, I have determined that a series.of organizational realignments are necessary.

The first realignment is shown in Figure 1.

This is the " permanent" division organization alignment which has been under consideration for some time.

Please note that most vacancies are not shown; and that there are some The intent of this personnel who have been selected but have not reported.

organizational alignment is to achieve balance in organizational unit size, strength, and work responsibility.

It is the organizational structure which is hereby established, and which will eventually be achieved in terms of personnel and project assignments. The fact that the structure is established, but that personnel are not assigned immediately as indicated is due solely to the urgency of completing the NRC efforts on the Waterford and Comanche Peak projects.

NRC Waterford and Comanche Peak Efforts Because of the extremely heavy workload on the Waterford and Comanche Peak projects, the region management has for some time been assigning additional available resources to these projects.

It is clear that past efforts must be further augmented, not just in RIV, but in a variety of HQ organization Consistent with this total NRC commitment to complete our work of elements.

All Division Personnel strengthening actions have not been fully identified nor detailed at this time, some of' the major actions and commitments which have been decided are:

- 1.

RIV has established.a Task Force structure within the division.to handle the-Region IV responsibilities on these two projects.

The Task Force is being directed by Mr. Jim Gagliardo.

Because of the priority assigned to the Waterford and Comanche Peak projects, Mr. Gagliardo has delayed his physical relocation to Chattanooga as Director of the NRC Training Center; he will, however, be required to spend a few days per month on Training Center activities. Details of the Task Force and its organizational impacts are covered later in this memorandum.

2.

NRR has appointed a senior official for each project to manage the 4

licensing of these plants. This management includes interfaces with RIV, DELD, 01, and IE. Mr. Dennis Crutchfield is the senior manager for the Waterford project, and Mr. Tom Ippolito is the senior manager for the Comanche Peak project. The current NRR project managers remain in place, and are being augmented by additional personnel.

NRR, IE, and EDO will be making additional personnel available to RIV to work under the direction of the RIV Task Force.

OELD has strengthened its efforts by assigning additional personnel and management involvement; Mr. Joe Scinto heads the OELD effort.

OI is assigning additional personnel, and will prioritize its efforts.

NRR, OELD, and RIV have a major responsibility to assist OI in decisions for the assignment of its limited resources to the most crucial matters requiring investigation.

Consistent with the fact that the next NRC actions on the Waterford and Comanche Peak projects are licensing actions, the NRR senior officials (Messrs. Crutchfield and Ippolito) are serving as the focal points, coordinators, and overall managers of the NRC efforts. Mr. Gagliardo is the RIV interface with NRR, and other NRC elements, for day-to-day efforts on 4

RIV Task Force As noted above,'a Task Force in RIV has been established under the direction of Mr. Gagliardo.

In order to staff the Task Force with essential personnel, temporary assignments to the Task Force from the permanent organization must be made. At this point, we cannot accurately predict the duration of the Task Force temporary assignments, but.it is not unreasonable to expect the Waterford effort to last at least three months, and the Comanche Peak efforts to.last about twice as long, barring any significant change in the licensing status of the projects.

The Task Force organization is shown in Figure 2.

The basic characteristics of the Task Force are:

The Task Force will be directed by Mr. Gagliardo.

He will be assisted by.

a deputy director, Mr. W. C. Seidle.

Mrs. Barbara Murray will function as an administrative assistant and provide some. clerical assistance.

i Mrs. Gracie Bocanegra will provide additional clerical assistance as required.

Mr. W. A. Crossman will function as the Task Leader on the Waterford project. Messrs. Tapia, Mulliken, Bess, and Taylor will function l

essentially full time with Mr. Crossman. Mr. Taylor will have some involvement on Comanche Peak.

Mr. D. M. Hunnicutt will function as the Task Leader on the Comanche Peak 8

project. Messrs. Oberg. Martin, C. Johnson, Phillips, and Stewart will function essentially full time with Mr. Hunnicutt. Mr. Martin will also be involved in Waterford.

4.

Other RIV personnel are not expected to function full time on the Task l

Force, but are expected to be involved significantly. At this time it is expected that Messrs. Gilbert and Murphy will be on Comanche Peak for a significant fraction of their time, and that Messrs. Farrell and Tomlinson will likewise be on Waterford.

5.

Other NRC elements will provide personnel to assist RIV; they will function under the direction of Mr. Gagliardo.

6.

Mr. Gagliardo has the authority to sliift resources within the Task Force I

to achieve the required end result. Additional RIV resources for the

-Task Force must be cleared with the Division Director.

Mr. Gagliardo is responsible for ensuring that appropriate schedules, " game plans," task assignments, etc., are made and executed.
