In Reference (d), Baltimore Gas and Electric Company committed to implement GIP-2, including the clarifications, interpretations, and exceptions in the Supplemental Safety Evaluation Report No. 2, and to inform the NRC Staff of any significant or programmatic deviations from GIP guidance. We agreed to submit a summary of the results of the USI A-46 evaluation by June 30,1996.

This letter forwards a summary of the results of the USI A-46 evaluation for Calvert Cliffs Nuclear Power Plant Units 1 and 2. This letter also confirms that no significant or programmatic deviations from the GIP guidance were made during the USI A-46 resolution process. However, there were situations where the intent, but not the letter, of the GIP caveats were met. These situations are minor deviations from the GlP and are detailed in Section 5.2, " Instances of Intent but Not Letter of Caveat Met" of Attachment (1).

USI A-46 REPORTS

- Section I.2.2.8 of GIP-2 requires that a plant-specific summary report be submitted to the NRC, including a proposed schedule for future outlier resolution. Further, GIP-2, Section 11.9 describes documentation that should be developed for submittal to the NRC, and includes a composite Safe l-Shutdown Equipment List, a Relay Evaluation, a Seismic Evaluation, and a Completion Letter. This letter constitutes our summary report. Attachment (1) is the Seismic Evaluation Report which includes L

the composite Safe Shutdown Equipment List. Attachment (2) is the Relay Evaluation Report. The Completion Letter will be submitted 90 days after the planned actions for resolution of USI A-46 at Calvert Cliffs have been completed.

OUTLIERS Outliers, as defined by GIP-2, were identified during the seismic and relay reviews. These outliers are described in detail in Section 5.3, " Summary of Outliers" of Attachment (1).

l Each of the outliers identified during implementation of the USI A-46 program was evaluated against our current licensing and design bases for equipment seismic qualification. A total of 311 deviations were identified and entered into our site corrective action process. Outlier descriptions and their resolution can be found in Section 5 of Attachment (1).

l Currently, there are 35 unresolved outliers. The schedule for resolving them is provided in Section 5.3 of l-Attachment (1). We plan to resolve all of them by July 31,1998. The schedule to resolve them is consistent with their safety significance. They are being resolved on a routine basis as plant conditions permit.
