POTENTIAL CONSTRUCTION DEFICIENCY MISAPPLIED SEQUENCER RELAYS HOPE CREEK GENERATING STATION On January 18, 1985, a verbal report was made to Region I, Office of Inspection and Enforcement representative, Mr. J.

Strosnider, advising of a potentially significant construc-tion deficiency concerning sequencer relays supplied by Consolidated controls Corporation that may be misapplied for their intended function. The following interim report is provided in accordance with 10CFR50.55 (e) .

Dechtel, our Architect / Engineer and Constructor, has advised us that there is a potential misapplication of emergency load sequencer output relays supplied by Consolidated Controls Corporation to input the Dailey Controls system and associated switchgear. Airpax-North American philips, the manufacturer of the 07 series relay, informed Dochtel that, in a DC appli-cation, there is a question concerning the relay's ability to quench the arc drawn by the contacts as they open, due to insufficient clearance betwoon the contacts in the full open position. Consequently, the contacts of the sequencer output relay may wold together resulting in a subsequent misoperation of the circuit.

A total of 144 serios 07 relays have boon supplied to the Hopo Creek project. Some of thoso relays wnre intended for the DC application and would sequenco equipment energization under Loss of Power (LOP) conditions to precludo Emergency Diesel

Dr. T. E. Murley 2 2/19/85 Generator overload. The affected relays are installed in panels 1A428, 1B428, 1C428 and 1D428. Bechtel has issued Nonconformance Report No. 6415 to document and_ control the affected relays.

Bechtel, the manufacturer and the system supplier are presently evaluating the. problem. We anticipate providing you with a further report by April 30, 1985.
