April 1, 1985 Mr. Harold R. Denton, Director Office of Nuclear Reactor Regulation U. S. Nuclear Regulatory Commission Washington, D. C. 20555 Attention:
Ms. E. G. Adensam, Chief Licensing Branch No. 4
Subject:
McGuire Nuclear Station Docket Nos. 50-369 and 50-370 Technical Specification Amendment, Fire Suppression Water System
Dear Mr. Denton:
Attached are proposed license amendments to Facility Operating Licenses NPF-9 and NPF-17 for McGuire Nuclear Station Units 1 and 2, respectively.
The proposed changes to the Technical Specifications governing the Fire Suppression Water System are being made in response to the concerns raised in the Fire Protection Audit meeting with NRC, Region II (September 1984). The Fire Suppression Water System at McGuire is built to the requirements of 10CFR50, Appendix R.
The current Technical Specifications governing this system permit extended inoperability of any one of the three pumps (A, B or C) comprising this system. Pump C of the Fire Suppression Water System is physically separated from the other pumps and is equipped with a dedicated independent power supply. The proposed changes to the Technical Specification 3.7.10.1 would treat the fire suppression pump C as one of the primary pumps for the fire suppression and disallow an extended inoperability for this pump. The NRC Region II concerns about a remote potential for a total loss of the Fire Suppression Water System during a concurrent loss of off-site power to pumps A and B due to a plant fire and an inoperable pump C are adequately addressed by the proposed amendment.
Attachment I contains the proposed changes to the Technical Specifications. Attachment II provides a Justification and Safety Analysis in support Of the proposed changes.
Attachment III provides an analysis performed pursuant to the requirements of 10CFR50.91; this analysis concludes that the proposed changes to the Technical Specifications do not involve any significant hazards consideration.
This request involves one application for amendment to the McGuire Technical Specifications. Accordingly, pursuant to 10CFR170.21 a check for $150.00 is enclosed.
i Please feel free to contact us if you require any additional information.
Very truly yours, 8504050243 050401 b
