BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - SEISMIC QUALIFICATION OF B&W EQUIPMENT IN TVA PANELS - NCR BLN BLP 8011 - ELEVENTH INTERIM REPORT The subject deficiency was initially reported to NRC-0IE Inspector R. W. Wright on November 24, 1980 in accordance with 10 CFR 50.55(e).
This was followed by our interim reports dated December 23,1980 and April 23 and October 28, 1981, February 18, May 18, July 16, and September 24, 1982, February 7 and September 7,1983, and June 28, 1984.
Enclosed is our eleventh interim report. We expect to submit our next report by July 8,1985.

ELEVENTH "!TERIM REPORT Description of Deficiency A number of Babcock and Wilcox (B&W) supplied instrumenta are intended for installation in TVA's free standing, open, local instrument panels.
Because of imprecise specifications in a TVA procurement document, the instrumentation supplied by B&W has not been seismically qualified to a response spectra which is compatible with the response spectra for TVA local instrument panels.
The respont ibility for thu deficiency is TVA's.

_ Interim Progress Those instruments no longer on the lists supplied in our previous mports have been moved to a location such that each instrument's maponse spectra is now compatible with the response spectra for the local instrument panel.
The equipment on this list was seismically tested to the higher "g" values of the correct response spectra in order to show that the equipment is qualified and could be used "as is." The seismic testing was performed by B&W subvendor, Farwell and Hendricks (FH). B&W has provided FH's seismic test results to TVA for myiew. The results indicate that all equipment is qualified except the N2BQ74221 and N2BQ86221 transmitters, and the TT-10 operator station. B&W has requested TVA's course of action for these three devices, ans e are currently evaluating this mquest. It appears that a retest of the transmitters will mault in seismic qualification, since failure of the originally tested transmitters can be attributed to water damage incurred while the transmitters were installed at the site. The TT-10 failure, however, appears to be a functional failum and it is not clear that a retest will be of any benefit. We will discuss this further with B&W. TVA will provide additional information in our next report.
