NORTH CAROLINA EXERCISE INSTRUCTIONS FOR THE CATAWBA, S.C. NUCLEAR STATION EXERCISE February 15-16, 1984 I. General A. A ful.1 participation emergency prepar'edness exercise will be conducted at the Catawba Nuclear Station near Rock Hill, South Carolina on February 15-16, 1984.

B. The exercise will consist of a simulated accident at Catawba which will escalate to a general emergency and involve planned response and recovery actions by North '

and South Carolina. During the simulated emergency, an.

of f-site radiological release will occur and require responses by off-site personnel.

II. Obj ectives: In accordance with NUREG 0654, the obj ectives of this exercise for North and South Carolina are as follows: ,

A. To test and assess the initiation and implementation of South Carolina's and North Ca rolina's plans and organizations with respect to a radiological emergency at the Catawba Nuclear Station.

B. To test the ability of South Carolina and North Carolina to assess the impact of a radiological emergency on the public and to carry out the required alert and notification plans of response forces and the public.

C. To test the State Emergency Operations Center and Emergency Response Team with respect to:

1. Adequacy of facilities to support operations under emergency conditions.
2. Interface of the organization components.
3. Adequacy of resource materials to assist in decision-making and in implementation decisions.
4. Adequacy of communications systems to maintain contact with other components of the emergency response system.

D. To test the operations of the Mecklenburg and Gaston Counties Emergency Operations Centers. The specific components tested will include: '

4. Adequacy of com m un ic a t ion s systems to maintain contact with county responders and other Emergency Operations Centers.

E. Cabarrus, Cleveland and Union Counties will administratively open shelters in support of the exercise.

III. Scope A. All major elements of the North Carolina Emergency Response Plan in Support of the Catawba Nuclear Station (hereinafter referred to as the Plan) from initial notification through protective actions will be exercised. This exercise will involve the State and affected local governments and their supporting agencies.

B. State and local staffing and the level of play will be determined by the simulated nuclear accident scenario except as identified below. <

C. Evacuees will be played.

D. Local emphasis for Caston and !!ecklenburg Counties will be:

1. Alert and notification of the pubile.
2. Ability to assist in evacuation.
3. Capability to provide Traffic Control Points, secure evacuated areas and to perform other roles and responsibilities as identified in the local plans.
4. Test fire and medical support.

E. The level of alay for Cabarrus, Cleveland and Union Counties will be:

1. ttinimum activation of the EOC
2. Administrative 1y opening and staffing shelters ,

F. State emphasis will include the following:

1. Coordination of Emergency Response between North Carolina and South Carolina.

2. The reporting of representatives from each department shown in paragraph V (Participation) to the State Emergency Operating Center (EOC) .
3. The dispatching of the State Emergency Response Team (SERT) with selected representatives from each state department.
4. The dispatch of the Radiation Protection Emergency Team and mobile lab.
5. The es tablishing of a field command post for the SERT at the primary location--Air National Guard Building, Douglas Airport in Charlotte.
6. The declaration of a simulated state of disaster by the Governor.
7. The exercise of the Southern Agreement for ttutual Radiological Assistance and the supplemental agreement thereto.
8. The radiological monitoring of personnel, material, and areas and the reporting of simulated data and severity levels. Actual and simulated dosimeters will be used.
9. The recommendation and execution of radiological protective actions.
10. The simulated issuance of thyroid blocking agents as appropriate.
11. The exercising of all essential communications systems and warning systems to include the actual sounding of outside warning devices in the area to be evacuated.
12. The establishing. of traffic control points and maintaining a log of exercise personnel and vehicles entering and leaving designated zones.
13. The use of the Emergency Broadcast System (EBS) to disseminate public information.
14. The evacuation of personnel on a representative basis by privately-owned vehicles, ambulances, state and local government-owned buses, and j military vehicles and aircraft.
15. The sheltering and feeding of evacuees in public shelters.
16. The preparation for the decontamination of personnel exposed to radiation, s

17. The preparation for the decontamination of vehicles '

and equipment on a representative basis.

V. Participation A. The following. organi zation s are expected to participate:

d. National Weather Service B. Players are those in'dividuals participating in the exercise by performing the responsibilities assigned to their agency or organization in the Plan. The number and type of players will be determined by participating agencies / organizations to satisfy the requirements of this exercise. See Annex A.

VI. Messages: To avoid t he possibility of an exercise message being intercepted by personnel not involved in the exercise and an inappropriate reaction on their part, all written and oral messages will be preceded and ended with the phrase: "TIIIS IS AN EXERCISE MESSAGE." It is mandatory

  • that this phrase be used in all voice radio transmissions as well as on written messages to include the' Police Information Network.

e VII. Safety: All safety rules and laws should be observed during the conduct of the exercise. During exercise missions, emergency lights and sirens should not be used and traffic rules and regulations governing vehicles should be obeyed. If aircraft are employed, all Federal Aviation Agency rules and regulations should be obeyed and flight safety should be emphasized.

VIII. Public Information:

A. All news releases to the news media, including exercise play releases, releases about the exercise as an event, and EBS will be coordinated between the counties and State Government.

B. Copies of all news releases will be provided to the Control Group.

IX. Exercise Organization: See Annex B A. Exercise Players - See Annex A, Appendix 1 B. Exercise Control Group - See Annex C C. Exercise Evaluators - See Annex C D. Federal Observer Group - See Annex H X. Exercise Identification A. On all vehicles used by the players while participating in the exercise, a white panel such as a white hand towel or similar cloth or tape will be attached on the driver's side of the vehicle .s o as not to restrict vision. The cloth may be tied to the door handle, radio antenna or below the outside rear vision mirror.

Vehicles assigned to the Control Group will be marked in a similar manner using red cloth or tape. Vehicles assigned to the Evaluation Group will be marked in a similar manner using blue cloth or tape.

B. Players will wear white arm bands or shoulder loops on the lef t arm or shoulder. Those players entering the SERT Headquarters area must wear SERT Identification (ID) Cards previously issued. New or replacement ID Cards for SERT members may be obtained at SERT Headquarters.

C. tiembers of the Control Group will wear red numbered badges, arm bands or shoulder loops on the left arm or shoulder. Evaluators, including federal observers performing an evaluation function, will wear blue bands similarly.

D. Visitors will be identified with brown numbered badges or cloth. .

E. Controllers and Evaluators entering the SERT Headquarters area must display numbered badges prior to admittance. These badges will be provided by the Control Group.

F. Each organization is responsible for procuring panels and arm bands for its participating members.

NORTH CAROLINA EXERCISE INSTRUCTIONS FOR THE CATAWBA, S.C. NUCLEAR STATION EXERCISE February 15-16, 1984 Annex A - Player Information I. General Situation A. The Catawba Nuclear Station is being built on a peninsula of Lake Wylie about 4.5 miles northwest of Wylie Dam in York County, SC. The plant is located approximately 1 mile from the North Carolina border, off SC Highway 274, about 13 miles due south of Cramerton in Gaston County, NC. The plant will contain two generating units, each using a pressurized water reactor capable of producing 1,211 megawatts of electric power. The first unit is scheduled for commercial operation in the Spring of 1985.

B. North Carolina, the counties concerned and other organizations have developed the North Carolina Emergency Response Plan in Support of the Catawba Nuclear Station. The Plan establishes the procedures to be used to respond to an off-site emergency caused by an accident at the Catawba Plant. Its general purpose is to protect people from radiation exposure, and in some cases immediate life savings for a variety of accidents that could produce an off-site threat. It <

accomplishes this purpose by providing for the integration of sta te, local and federal resources and emergency response actions into a common base to protect the health and safety of the general public.

II. Special Situation. The initiating action will be announced in the form of a message from the Catawba Nuclear Station.

The message will arrive at 6 :15 a.m., plus (+) or m inus (-)

30 minutes, Februsry 15 1984 at the State Warning Point and simultaneously at the ,Hecklenburg County and the Gaston County Warning Points. Weather reports at that time will indicate that the wind is. blowing from the south southeast (1700). The weather direction during the period of the exercise will remain the same, i .e. , com ing from the south southeast (1700) blowing to the north northwest (3500).

III. Initial Requirement. All personnel who will participate in the exercise must be f amiliar with the Plan and the tasks assigned to each response organization. Each organization should take actions to ensure that it is prepared to carry out its responsibilities.

IV. Subsequent Situationn and Requirements: Subsequent situations will be announced in messages from the Catawba Plant and other messagts that might be injected by the Control Group. Subsequen'; requirements must be determined by the players in accordance with the -Plan and the given situations.

The Exercise Control Group, known as Controllers, will be composed of representatives of the agencies and organizations referred to in parakraph V, Basic Plan.

During the exercise, this group will inj ect prewritten messages into the exercise and such additional messages within the scope and intent of the test of the local Plans.

B. The Controllers will also observe the exercise, prepare critique. notes and submit written recommendations to improve the response plans and future exercises.

During the exercise they will be located in the N.C.

Air National Guard (NCANG) facility, Douglas Airport, Charlotte, except the Chief Controller will be located with the South Carolina Control Group in Clover, S.C.

II. Evaluators - See Annex C.

III. Federal Observer Group - The Federal 0bserver Group will be composed of representatives of several federal agencies who observe the exercise in a manner similar to state level evaluators. Offices for the Observer Group will be located in the NCANG facility. See Annex H.

A. Exercise Controllers / Evaluators are those individuals assigned to make certain that events outlined in the exercise scenario (Limited Access Docum en t) are received for action by the appropriate agency.

B. This document outlines the responsibilities of the Exercise Controllers / Evaluators to insure a successful exercise.

II. Responsibilities A. Review the Plan with emphasis on those items directly related to the agency of your Controller / Evaluator assignment.

B. Attend the pre-exercise meeting and such other meetings as identified in Annex G. 4 C. Maintain confidentiality of the exercise scenario (Limited Access Document) so as to not compromise the exercise.

D. liaintain contact with Controller / Evaluator Headquarters co-located with SERT Headquarters at the NCANG facility j at Douglas Airport in Charlotte.

E. Upon receipt of the exercise scenario, each agency i controller / evaluator should identify those elements or l responsibilities within the Plan for the agency. List

them in order of action for each ' event in the scenario l so that you will have a checklist to insur.e that the agency's goals and objectives are met.

l F. Provide an after-action report and return your Exercise Worksheets to the Chief Evaluator no later than tiarch 1, 1984.

l III. Checklist -

Use the following checklist as a guide for l control purposes.

l A. Upon arrival at your duty station each day, notify Control Headquarters and verify the specific phone number at which you can be reached during the day.

Controllers / Evaluators should provide-a schedule of activities if duties are in the field.

B. Since times indicated in the scenario are the ' times an event is inj ected by the plant controller, it may be necessary to allow at least 15-30 minutes for the event to be acted upon at the plant before the plant notifies county and/or state government. If an event which requires action by county and/or state government has not been received within approximately 45 minutes, notify Control Headquarters.

C. Controllers / Evaluators are not to take over play of the exercise, but should use the scenario checklist (paragraph II E above) to insure adequa.te agency response to the event.

D. Exercise Scenario and Exercise Worksheets (Limited Access Documents) will be provided 'to controllers / evaluators only.

I. Purpose. To exercise that portion of the North Carolina Radiological Emergency Response Plan in support of the Catawba Nuclear Station that addresses those reentry / recovery actions to be taken during the post emergency period.

II. Concept. Reentry / Recovery planning will be exercised through a free play Table Top Exercise whereby each represented state agency will interface to discuss its role during the post accident period. Discussion will be guided through a Division of Emergency Management facilitator, however, the overall intent is to surface potential problem-areas, identify mutual support opportunities, and create a full awareness of the post. accident mission.

III. Participants. SERT representatives of the following departments or agencies are expected to play their responsible roles in the exercise. Division or branch players may be represented for those departmentsInwith any several mission tasks in a post accident scenario.

A. State Government All state agencies tasked within the N.C. Radiological Emergency Response Plan to initiate reentry / recovery actions in the post accident scenario are expected to play their responsible roles in the exercise.

IV. Exercise Time and Location. The exercise will be played internally at the SERT Command Post (Room 145) N.C. Air National Guard Facility, Douglas International Airport, Charlo tte, N.C. a t 1 :00 p.m., 16 February 1984. Estimated duration is two (2) hours.

V. Discussion Topics. The scope of the exercise will embrace full ingestion zone planning with first consideration being E-1

given to those immediate actions necessary to return evacuated residents to their homes after the accident condition has been abated. The below topics are considered germane to this planning and are listed for player consideration. This list is not inclusive and is

CATAWBA' NUCLEAR STATION EXERCISE February 15-16, 1984 This letter is a confirmation of the Catawba Nuclear Station exercise scheduled for February 15-16, 1984. The purpose of the exercise is to test the response of state and local governments to a major nuclear accident at the Catawba y Nuclear Station near Rock Hill, S. C.

A state exercise (Table. Top) for exercise participants (P:ayers) will be held on February 2, 1984 at 10:00 A.M. in the Conference Room in the basement of the Rutledge Build-ing, 1429 Senate Street in Columbia.

An Exercise Briefing will be held at 1:00 P.M. on February 2 at the same location for all controllers and evaluators.

Plans to be tested include; the South Carolina Operational Radiological Emergency Response Plan (SCORERP), the South Carolina Technical Radiological Emergency Fesponse Plan (SCTRERP), the Catawba Site Specific Plan, and the local emergency response plans of York County.

Your agency's participation is essential to ensure that state and local government can respond to a nuclear accident in the most effective and timely manner. We, appreciate your participation and I know I can count on your cooperation to help us reach this objective. Any questions you may have in the meantime should be directed to Mr. J. R. INTRODUCTION The State of South Carolina was heavily impacted by the Radiological Emergency Response (RER) requirements for-mulated by feria and the NRC subsequent to the Three Mile Island incident. The State was primarily affected by the new planning criteria, due to its high concentration of commercial and government nuclear power facilities.

State and local governments are prepared to test the RER plans developed in support of the Catawba Fixed Nuclear Facility (FNF) operated by Duke Power Company The Catawba FNF is located near Rock Hill', South :arolina, and the 10-mile Emergency Planning Zone (EPZ) includes parts of York County.

Throughout the planning process, the states of South Carolina and North Carolina and affected counties, and Duke have closel,y cooperated to insure that the RER plans were not developed in a vacuum. Each party has a clear understanding of its emergency role as well as the responsibilities of the other parties.

II. PURPOSE AND SCOPE On February 15-16, 1984, an emergency preparedness exer-cise will be conducted at Catawba Nuclear Station to test the integrated capabilities of the various parties and the basic elements of the emergency preparedness plans. The simulated test will require the mobilization and the deployment of state and local response forces to verify their abilities to respond to an actual emergency at the Catawba FNF. The nuclear station will activate its RER teams and those of Duke's Crisis Management Team.

The exercise will determine the utility's ability to work efficiently with state and local governments under emer-gency conditions. Qualified evaluators wi.11 determine the strengths and weaknesses of the emergency response forces, and the deficiencies will form the basis for corrective actions.

The specific elements of the Catawba Nuclear Station Emergency Plan that will be tested during the February exercise are as follows:

1. Accident Assessment and Classification.
2. Alert and Notification.
3. Managerial Direction and Control.
4. Technical Support Center Operations
5. Operations Support Center Operations.
6. Site Evacuation, Personnel Accountability, and Access Control.
7. Near Site Emergency Operations Facility Operations.
8. Radiological Emergency Medical Care.
9. R,adiological Monitoring and Assessment.
10. News Media Procedures.
11. Demonstrate proficiency in determining appropriate procedures to be used in recovery from an emergency.
12. Demonstrate effective and proper procedures for alerting, notifying and activating station, corpo-rate, state and local emergency response organica-tions.

IV. EXERCISE ORGANIZATION The Exercise Organizations is split into three major groups as defined below:

Controllers and evaluators are assigned to specific locations and/or groups as described in Part VII of j this Exercise Plan.

Simulated plant parameters and emergency messages will be provided to the control room operators, monitoring team members, and other players as appro-priate by the controllers on a periodic basis.

Players are responsible for initiating actions in response to the moscages and/or data according to the emergency plan.

t South Carolina controller /cvaluators will be identi-fled by wearing green and white staff support badges and arm hands.

Selection of controller / evaluators is based on their expertice in, or their qualification to evaluate the area assigned. All controllers and evaluators will compile their observations prior to the critique and provide the completed evaluation form (see Section VI) to the Exercine Director. The Exercice Director

B. Observers Observers from various Duke organizations, other utilities, local, and state officials, may be author-ized on a limited basis, to participate in the exercise for the purpose of personal education.

Request to participate as observers at the SEOC, FEOC, or County EOC are to be submitted to: J. R.

C. Players Players include all plant and other Duke personnel assigned to* perform functions of the station and corporate emergency response plans including control room personnel assigned to participate in the exer-cise, Technical Support Center personnel and other assigned station personnel, Crisis Management Center Personnel, including other Duke personnel who may be assigned as players. In addition there are non-Duke players of offsite agencies. These persons perform actions at the state's EOC and FEOC, at the county EOC, at local hospitals, or other emergency lo-cations.

The success of the exercise is largely dependent on player reaction, knowledge of the Emergency Plans and procedures and their understanding of the Exercise Plan and objectives. Simulated plant conditions will be provided control room operators using pre-prepared plant parameters. Players are responsible for initiating actions /or messages during the exercise according to the procedures, responsibilities, and tasks outlined for their particular function in the Emergency Plans and Implementing Procedures.

South Carolina FEOC participants and those players at the County EOC are guided by SCORERP (South Carolina Operational Radiological Emergency Response Plan) and County Emergency Plans, respectively.

The overall responsibility for exercise control rests with the Chief Controller and/or the Deputy Chief Controller. The information furnished in your evaluation will be used for the Exercise Cri-tique, scheduled for 1730, 16 February 1984.

IV. EXERCISE RULES OF PLAY A. General Information 1.

Safety will be the foremost consideration during the exercise. At no time will an individual or agency create a situation that may be hazardous to life or property.

2. LAll state and local laws will be followed and enforced throughout the exercise.
3. If an actual emergency occurs during exercise play, the exercise will be terminated and actual field operations will be initiated.
4. 'When the FEOC is not established, the SEOC will coordinate the off-site RER activities of state

agencies, local governments, and contiguous states. When the FEOC is established the SEOC will relinquish operational control and continue operations by supporting the FEOC. The FEOC will be dispatched to its forward position on order of the Governor based upon recommendation of DHEC.

B. Time The 24-hour clock.will be used during the exercise.

Examples of the 24-hour clock are as follows:

2400 - midnight 0100 - one minute after midnight 1000 - 10:00 AM 1200 - noon 1400 - 2:00 PM 1700 - 5:00 PM 1835 - 6:35 PM '

C. Weather Simulated weather conditions will be used during the exercise.

evaluators will be required to wear the appropriate identification-badges and arm b,snds at all times.

Entrance into secured areas will not be permitted without proper I.D. Vehicles must also be properly marked for clearance.

1. Controller / Evaluators will wear White armbands, in addition to the appropriate badges.
2. Observers will wear Red armbands in addition to the appropriate badges. Armbands will be issued at the SEOC/FEOC.
3. Players - All players will wear the appropriate color-coded badges as identified ,in Attachment ~

.6, SLED, SOP.

g E. Shelter

1. To test the sheltering capability in each'of the host counties, a shelter.will be opened in each county. A group of school children will be processed through the appropriate shelter.
2. Catawba Nuclear Station may evacuate non-essential plant personnel to test the on-site evacuation procedures.
3. All other evacuations will be simulated unless otherwise directed.

F. Exercise Messages

1. All exercise messages will be preceded and ended with the phrase "THIS IS AN EXERCISE MESSAGE."
2. All messages, including those by telephone, will be recorded on an Operational Jou nal Sheet.

4. Operational Journal Each state agency assigned to the SEOC or the FEOC will use the Operational Journal Sheet to log all messages received by telephone and all free-play message input by the controllers.

  • Each agency will turn in its Operational Journal to EPD Operations as soon as the exercise is terminated.
5. Outgoing / Incoming Message Form This is a four (4) part color coded form that will be used by the message center for incoming messages through the EPD_ Communications Van. It' will also be used by the controllers to input

" free Play" messages.

6. Request for State Support Form This form is to be used when county request state aid, such as additional personnel or equipment. _ Forms will be distributed when the SEOC and the FEOC are operational.

t STATP. LAW ENFORCEMENT The security identification that will be used to control egress and ingress in the case of a nuclear emergency is as follows:

Law Enforcement: All bonafide uniforms, including the National

' Guard uniform,.will be honored. Plain clothes officers will be issued a yellow and blue lapel badge with the letters "LE" clearly visible marked on it as a sequential number by which it is issued. There will be a corresponding placard for the automobile dashboard.

Staff Support: All agencies involved in support of an accident but are neither law enforcement nor plant personnel will be issued a green and white lapel badge with a flag on it clearly visible with the letters SS, also to be sequentially numbered by which it will be issued. There will be a corresponding placard for.the automobile dashboard.

Facility Personnel: Each facility will be issued a large block of yellow and black lapel badges that they are to issue to L their people by the sequential number. These will also have clearly visible the traditional nuclear emblem. They are to be pre-issued only to the key emergency personnel and to the other employees as they come to work. ,There will likewise be a corresponding placard for the automobile dash.

News Media: The State of South Carolina is presently-issuing a permanent press pass with photograph. These are on our comput-aer for quick security check. There will be a temporary press ID issued at the time of such an inc'ident with an expiration date affixed to.it.

Civilians: A pass for evacuees to enter their premises in the evacuated area for the purpose of tending to urgent duties such as feeding livestock, etc., has been devised. It is a white and_ orange lapel badge with two figure people clearly visible on it and sequentially numbered. These will have a correspond-ing placard for'the automobile dash and will be issued only on.
