Dear Mr. Vassallo:
Carolina Power & Light Ompany (CP&L) successfully completed testing of certain cable as described in the program outline submitted by the' Company's letter dated May 16, 1984. This testing was completed at Wyle Laboratories in Norco, California on July 10, 1984 and was witnessed by NRC personnel. The final reports on this testing are enclosed for your review as Enclosure 1. consists of a memorandum to File 880-004 from the BESU 7901B Group (BESU-842466), dated October 29, 1984, which has five attachments and one enclosure.
I Based on the results of this test program, CP&L believes the Raychem/Flametrol cable is fully qualified for its application in the Brunswick Steam Electric Plant.

Raychem Cable Qualification Program The purpose of this memo is to supplement Wyle Test Report No. 58883 (Attachment No.1) and Raychem Test Report No. 2923 (Attachment 2) with additionalsupport{ngdocumentationtoallowaconcludingassessmentthat "Raychem-Flametrol
-1000V Control 7/C 12AWAG 1973 CG12-400" as installed at CP&L Brunswick Steam Electric Plant Unit 1 and 2 is qualified for class 1E service in both the sywell and reactor building, and that 10 conductor and 12 conductor of similar cable design will also be qualified by similarity.
The overall test sequence was as follows:
1.
Cable Selection a.
The suspect cable was identified as Raychem, FlametrolTM cable having a combined wire and jacket insulation thickness greater that 0.120 inches. An on-site search was made for cable of this description and cable reel numbers CG12-233, 256, 338, 348, 382, and 400 were located containing the cable in question.
b.
Attachment No. 3 " Selection of Test Samples for Adverse Environment Testing" justifies the selection of the 7 conductor samples and documents the conclusion that successful testing of this sample will also be extended, by similarity, to 10 and 12 conductor cable with wire and jacket insulation thickness greater than 0.120 inches.
c.
The six identified cable reels were then shipped to Raychem's Menlo Park, CA facility under P. O. No. B18696 (Attachment No.
- 4) for the purpose of securing baseline data and verifying that the cable samples selected for LOCA' testing were those cables affected by the space charge phenonenon. This verification was performed on samples from Cable Reel No. CG12-400 by subjecting the cable to a high voltage breakdown test which is documented by Raychem in Test Report EM 2923 (Attachment 2).
It should be noted that high voltage breakdown occurred in 5 out of 7 samples tested, verifying that the correct samples had been selected for LOCA testing.

BESU-842466 October 29, 1984 Page 2 At the conclusion of the high voltage breakdown test, samples from the same Cable Reel (CB12-400) were prepared on Mandrels, baseline IR data taken, and the samples shipped to International Nutronics for radiation aging. For additional documentation cont.erning Raychem's responsibilities in the program, refer to their letter of October 16,1984 (Enclosure No.1).

At the completion of the radiation aging, the samples were shipped to Wyle Lab, Norco, CA for the thermal aging, LOCA and post LOCA testing.
a.
Thennal aging times and temperatures were performed in accordance with " Method of Determining Accelerated Aging Parameters to Simulate Service Aging of Raychem - FlametrolTM Cables Installed at Brunswick steam Electric Plant, Units 1 and 2" (Attachment No. 5).
b.
After thennal aging, the samples were subjected to the LOCA simulation in accordance with the test plan attached to the Wyle Test Report No. 58883. This LOCA simulation was witnessed by a representative of CP&L and the NRC at the following points:
- 1. Closing of the pressure vessel and the 1st 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> of the LOCA tests
- 2. Opening of the vessel at the conclusion of the LOCA test
- 3. High voltage withstand test immediately after the LOCA test.

Conclusion:==
A.
Samples of the Raychem cable suspected of having been affected by the Space Change Phenomona were properly selected and documented to be representative of the cables installed at BSEP.
B.
Radiation aging, thermal aging, LOCA simulation and post LOCA high voltage withstand tests were all performed in accordance with Wyle lab approved test plans.

CP&L engineering evaluations of the test report and all supporting documentation have been conducted and the subject cables have been judged to be fully qualified for Class 1E service in both the drywell and reactor building for all postulated accidents with a service life of 40 years.
