Dear Mr. Keppler:

Reference (e) contained what was thought to be the final report on deficiencies 82-11 for Byron and 82-12 for Braidwood.

The letter indicated that the Barton transmitter thermal non-repeatability problem was due to an electrical leakage path through calibration potentiometers to the instrument case and Barton calibration technique deficiencies.

The letter also contained proposed corrective actions to eliminate the error sources.

l Since that time Westinghouse had concluded that the Barton l

transmitters do not require replacement or modification to ensure that they would perfrom their intended safety function.

Westinghouse analysis determined that based upon the Byron /Braidwood I

setpoints sufficient margin still exists for each transmitter l
