Dear Sir:
By letter dated July 20, 1983, the NRC transmitted a request for additional information concerning the on-going review of Oconee Nuclear Station's response to IE Bulletin 80-11. Duke aswer Com-pany responded to this request by letters dated September 7 August 10, and October 20, 1983. Subsequently, the one item remaining unresolved is acceptance of the Arching Action methodology. Based
^on a series of meetings and communications with the staff, an acceptable method to resolve this item is to conduct a confirmatory test program.
Attached please find a Duke proposal for a confirmatory test program on Arching Action methodology. The comments and concerns of the staff and it.s consultants have been incorporated in this proposal. This is being submitted for NRC approval. Duke will proceed with the
-testing program upon receipt of NRC's approval of the proposed con-firmatory test program.
The schedule for the proposed test program is dependent upon the
^ availability of the test facility. The test facility will not be available for several months beginning in March, 1985. A relative schedule has been provided by Duke in the test proposal.
