Dear Mr. Tucker:
A site visit and corporate headquarters meeting was conducted during the period May 25-27, 1983 between representatives of Duke Power Company (DPC) and the NRC staff and its consultants as part of the on-going review of the Oconee response to IE Bulletin 80-11.
The purpose of this letter is to request a response from IP.Cregarding the additional infor mation required and identified as a result of that meeting. The specific items requiring a response are identified in Enclosure 1 to this letter and it is our understanding that they are in agreement with the mutually agreed upon action items developed during the meeting.
In this regard, please provide a response to the enclosed request for additional infor mation within forty-five days of receipt of this letter.
This request for additional information affects fewer than ten respondents; thetftre, 0MB clearance is not required under Public Law 96-511.

ENCLOSURE Oconee Nuclear Station, Units 1, 2 and 3 IE Bulletin-80-11 Masonry Wall Design Action Items Structural and Geotechnical Engineering Branch Structural Engineering Section A The following action items requiring additional information from the licensee, were identified as a result of discussions among the staff of the Structural and Geotechnical Engineering Branch, Franklin Research Center and its consultant, and the licensee and its consultants on the issue of the masonry wall design adequacy at Oconee 1, 2, 3 (IE Bulletin 80-11) during May 25-27, 1983.
- 1. Assess the influence of hairline cracks observed in two wall panels
(-0633, -1215) on the wall qualification calculations. Provide NRC a copy of DPC's assessment.
- 2. Duke will conduct a field surveillance of safety-related masonry walls at Oconee to identify existing cracks so that their influence can be assessed. Proved NRC a copy of the results of the field surveillance.
- 3. Duke commits to provide positive shear transfer to the boundaries of walls qualified based on stress allowables as stated in the Staff criteria, or to demonstrate to the Staff's satisfaction that the existing boundary joint is capable of transferring the design load, If

arching action is validated and demonstrates shear transfer, this can be extrapolated to walls qualified using stress allowables. If arching action validation is not considered, Duke shall submit an implementation schedule by Auqust 31, 1983 for Staff approval.
- 4. The response to question 6 from the June 15, 1982 submittal is to be revised to reflect the conservative use of lower damping ratios and typical spectra. Provide the revised response.
- 5.
Justify neglecting out-of-plane drift for a generic panel by using a sample calculation.
Provide the calculation results to NRC.
- 6. Duke will check walls qualified on the basis of dur-o-wall joint reinforcing to determine if allowable masonry stresses are satisfied neglecting such joint reinforcing. Provide NRC a copy of these results.
7.. Provide a detailed discussion with regard to the adequacy of the masonry missile shield in the reactor building as discussed in the May 27 meeting.
