APPLICATION FOR AMENDMENT TO OPERATING LICENSE 1
L The New York Power Authority requests an amendment to the Technical Specifications contained in Appendix A to Facility Operating License DPR 59 for the James A. FitzPatrick Nuclear Power Plant. This application is filed ln accordance with r ; tion 10 CFR 50.90 of the Nuclear Regulatory Commission's regulation, This application for an amendment to the James A. FitzPatrick Technical Specifications revL "s the_ flow requirement for the Core Spray (CS) pumps-and the associated Bases. The change reduces the CS pump minimum flow acceptance criteria by 10% and addresses an inconsistency between the system leakage rates in the Jpdated FSAR and the Technical Specifications.
The updated FSAR will be revised to reflect this change request. This application also provides additional margin for the pump surveillance testing to be performed within the allowable inservice testing rhnges.
The reduction in CS pump minimum flow will not cause the FitzPatrick fuel
- peak clad temperature to exceed tha acceptance critoria specified in 10 CFR 50.46 or require the use of a different evaluation methodology then that specified in 10 CFR 50, Appendix K.
The proposed change to the Technical Specifications is Attachment I to this Application for_ Amendment to the Operating License. The-Safety Evaluation for the proposed change is included as Attachment II.
