Subject:

Braidwood Station Units 1 and 2 10 CFR 50.55(e) No. 84-17 Interim Report Concrete Expansion Anchor Inspection Deficiencies NRC Docket Nos. 50-456/457 References (a): D. H. Smith letter to J. G. Keppler dated November 9, 1984.

Dear Mr. Keppler:

Reference (a) provided information concerning a potential deficiency reportable pursuant to 10 CFR 50.55(e) regarding existing concrete expansion anchor installations which are being extensively evaluated due to a review of inspection documentation at our Braidwood Station. The purpose of this letter is to provide an updated status of the corrective actions taken to resolve this issue. This letter is considered to be an Interim Report.

As stated in Reference (a) the affected contractors have implemented interim programs that include increased Production and Quality Control verifications of all attributes considered significant to the quality of a concrete expansion anchor installation.

The generic CEA installation procedure (PCD-08) addressed in Reference (a) has been reviewed by Commonwealth Edison Company and Sargent & Lundy. Comments on the procedure are currently being incorporated or resolved with the originators. Procedure approval is expected to be completed by February 15, 1985.

The Commonwealth Edison Company NCR's (658 & 659) tracking this issue are currently in Project Engineering for evaluation. A draf t of the evaluation program to determine the quality of past CEA installations has been reviewed internally within Commonwealth Edison Company and is currently having comments incorporated. Evaluation program approval is anticipated to be completed by February 15, 1985.

Inspections as a result of the program ee expected to commence in April, 1985. Progress in resolving this issue was less than originally anticipated during the Construction Assessment Team (CAT) inspection.

We expect to submit an interim report updating the status of program development and implementation by May 1, 1985.
