BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - CONDUIT SPACING IEVIATES FROM DESIGN CRITERIA - BLRD-50-438/85-05 AND BLRD-50-439/85 FIRST INTERIM REPORT The subject deficiency was initially reported to NRC-0IE Inspector Al Ignatonis on December 20, 1984 in accordance with 10 CFR 50.55(e) as NCR 3686.. Enclosed is our first interim report. We expect to submit our next report on e about August 23, 1985.

ENCLOSURE BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 CONDUIT SPACING IEVIATES FROM DESIGN CRITERIA NCR 3586 BLRD-50-438/85-05 AND BLRD-50-439/85-05 10 CFR 50.55(e)

FIRST INTERIM REPORT Description of Deficiency A review of 18 randomly chosen conduits which were installed, initially inspected, and accepted in the 1979 to 1982 time period revealed that 7 trained conduits were accepted even though they did not meet a minimum 1-inch separation requirement. Based on this survey, TVA is concerned that an intermediate number of conduits which have been accepted may rot meet this 1-inch spacing requirement.

Interim Progress TVA's Office of Construction (OC) Electrical Engineering Unit (EEU) has issued an instruction to egineering personnel describing methods to be used in the review and statusing of the 1-inch minimum spacing requirement for trained conduit initially accepted (test 27) before November 30, 1984.

Bellefonte Nuclear Plant OC personnel will then identify all such trained

' conduit and review those with a test 27 card completed before November 30 1984 to maure their conformance to applicable spacing requirements.
