The purpose of this letter is to notify the Nuclear l'.egulatory Commission (NRC) of Carolina
[
Power & Light Company's (CP&L) ravisod schedule for completing replacement of the Residual Heat Removal (RHP.) heat exchanger outlet valves (E11-F003s for the Brunswick Steam Electric Plant, Units 1 and 2.
' On May 23,1988 (Reference 1), the NRC asced inspection Report No. 50 325/88 15 and 50-324/88-15. Subsequently, on May 27,1988, an Enforcement Conference v as held between the NRC and CP&L to discuss the inspection findings. By letter dated July 25,1988 (Reference 2), the NPC issued a Notice of Violation and Proposed imposition of Civil Penalty (EA R8-131). The Notice of Violation stated in part that CP&L failed to follow procedure on May 11,1988 when the RHR heat exchanger outlet valve (E11-F003A) was used in the throttled position instead of either in the fully open or closed position during ;he shutdown cooling mode in accordance wi h Operating Procedure OP-17, RHR System Operating Procedure, Revision 76.
t On August 24,1988 (Reference 3), CP&L responded to the NRC's Notice of Violation stating that an evaluat;an would be conducted to determine if the E11-F003 valves in both trains of RHR shoulo be modified to make them globe valves. - determined that the E11 FOO3 valves should be replaced with valves which (JJow throttling. This response also stated that the valves were scheduled to be replaced during the Ratoad 8 outage for Unit 1 and the Reload 9 outage for Unit 2.
At the present time, CP&L plans to repiece the E11 FOO3 valves for Unit 1 during the Reload 8
. outage and for Unit 2 during the Reload 10 outage.
